Lawmakers Approve Funding for TBED Initiatives in State Budgets
Three states recently wrapped up their 2008 legislative sessions, resulting in the passage of operating and capital budgets for the upcoming fiscal year. State lawmakers approved funding for new and existing TBED initiatives aimed at diversifying the states' economies through increased investments in energy programs, higher education research initiatives and science, technology, engineering and mathematics (STEM) fields.

Fed Considers Connection between Universities, Economic Growth
It won’t come to any surprise to Digest readers that there’s a connection between universities and economic prosperity. In addition to educating students and advancing science and technological innovation, the localized economic impact of institutions, alone, provides a buffer to economic swings for many mid-sized and smaller cities and college towns. Illinois Governor Proposes $100M to Improve Capital Access
In his recent combined State of the State and budget address on March 7, Illinois Gov. Rod Blagojevich proposed the formation of the Illinois Community Assets Fund (ICAF), a $100 million venture designed to increase access to capital and financing to economically distressed communities and populations that have had inadequate access to mainstream capital markets within the state. The assets of ICAF would be contained within the State Treasury, and the Illinois Department of Commerce and Economic Opportunity (DCEO) would administer the fund.
South Dakota Changes Tactics in the Battle for High-Tech Jobs
South Dakota recently announced it is reorganizing its programs to support entrepreneurs and high-tech start-ups. Instead of offering assistance to new firms through small, targeted programs, the state will reallocate the funding for these smaller programs into a larger fund with fewer restrictions on how that money can be spent. The change will allow the state greater leeway to assist expanding businesses, many of which were not eligible for the existing support programs.
$95M California Research and Innovation Initiative Would Target Green Energy, Biotech and Nanotech Jobs
California Gov. Arnold Schwarzenegger has announced that his proposed budget for 2007-08 will include a $95 million initiative to support new and existing facilities for high-tech research. The California Research and Innovation Initiative would provide funding to several university-based projects around the state hosting clean energy, biotechnology, and nanotechnology research and commercialization activities. To fulfill a goal within the state's 2010 Initiative of becoming a recognized leader in research and technology development, the South Dakota Department of Tourism and State Development will operate an Office of Commercialization under the direction of Mel Ustad, current Interim Vice President for Research at the University of South Dakota.

Calif. Treasurer Commits $1.5B Toward Green Tech
California's Treasurer Phil Angelides called earlier this month for the nation's largest and third largest pension funds to invest at least $1.5 billion into environmental technologies and environmentally responsible companies.

Sherry Farwell has been named as the new head of the National Science Foundation's Experimental Program to Stimulate Competitive Research (EPSCoR). Dr. Farwell currently serves as dean of graduate education and research at the South Dakota School of Mines and Technology.
UC Tops List of Universities Receiving Patents in 2003
The United States Patent and Trademark Office (USPTO) has announced the top 10 U.S. universities receiving the most patents during calendar year 2003. The University of California tops the list for the tenth consecutive year.
Biotech Gleanings from San Diego
On Jan. 18, the San Diego Union-Tribune ran a series of three interesting articles examining the biotech sector. One story considers, now that a number of local biotech firms are completing clinical trials, where will they develop their multimillion manufacturing facilities. The other two articles look at selected state and local efforts around the country to support the biotech industry, including Washington, D.C., St. Louis, and Marshfield, WI.
$20 Million Gift Targets Women in S&E
The majority of an anonymous gift of $26.5 million to the University of Southern California (USC) will be used to increase the representation of women in the hard sciences and engineering faculty and encourage middle school girls to choose a science pathway in education. Money also will be used to create new faculty positions in the sciences, upgrade laboratories, increase scholarship aid for undergraduates, create new fellowships for graduates and fund child care.
Southern California Technology Innovation Index Released
With the goal of developing a common technology agenda among the region’s leaders, the Los Angeles Regional Technology Alliance (larta) has compiled its first regional innovation index benchmarking the area’s strengths and weaknesses in S&T. The Southern California Technology Innovation Index compares the five-county Los Angeles consolidated metropolitan statistical area with the California Bay Area (San Francisco, Oakland and San Jose), Austin, Texas, and Massachusetts.
Springboard 2000 Yielding Results
As mentioned in the last week's SSTI Weekly Digest, access to capital is a challenge for women-owned businesses. Springboard 2000, one nationwide initiative to overcome that obstacle, in less than one year, has assisted women entrepreneurs in science and technology businesses to raise more than $235 million in venture funding. The investments have been raised directly as a result of two forums held this year in Redwood City, California and Dulles, Virginia.

California S&T Gets Promotion
State science and technology initiatives have been given higher profile in California as the state's lead economic development department changes its name to the Technology, Trade, and Commerce Agency. The new Division of Science, Technology and Innovation, led by Deputy Secretary Joe Raguso, will oversee the state's tech-based economic development efforts.
