Backed by a Technology Foresight Fund of more than $550 million annually, the Science Foundation Ireland has given the go-ahead to a new awards system designed to attract top researchers and support industry-university partnerships.

During the 1970s, Canada routinely topped the U.S. in terms of real growth in gross domestic product per capita. As recently as 1990, Canada enjoyed the fourth highest standard of living in the world but slipped to seventh by 1999.

While Silicon Valley lost jobs last year — the first decline since 1992 — value added per employee, a measure of productivity, increased 4.6 percent to $170,000 compared to $56,000 nationally, according to the Index of Silicon Valley 2002 released in January by Joint Venture: Silicon Valley Network.

Last week, Governor Gray Davis announced the award of three grants to support the creation of new Regional Technology Alliances (RTA) for the Inland Empire, San Joaquin Valley, and Sacramento/Capital regions. The three new non-profit organizations join existing RTAs in Los Angeles, San Diego and the San Francisco Bay area to provide decentralized business support services for innovative, California-based technology firms.

Forbes magazine, in conjunction with the Milken Institute, released on Monday its second annual "Best Places for Business and Careers" - a ranking of the top 200 metropolitan areas in the United States. The Forbes-Milken Institute list looks at two critical factors to determine which metro areas are the most dynamic: jobs and earnings, and high-technology growth and output.

Technology Innovation Centers (TICs), defined broadly to include incubators, business support programs and web services, direct providers, and facilitators/gatekeepers, can be successful instruments for technology-based economic development if done properly, according to the San Diego Regional Technology Alliance's recent report Technology Innovation Centers: A Guide to Principles and Best Practices.

Last week, Mary Harney, Ireland’s Deputy Prime Minister and Minister for Enterprise, Trade and Employment, announced the establishment of a £560m ($681M U.S.) Technology Foresight Fund to establish Ireland as a location for world class research excellence in niche areas within biotechnology and information and communication technologies. For the 12th consecutive year, the University of California tops all universities for the most patents for inventions, according to a list recently released by the U.S Patent and Trademark Office. The preliminary list reveals the top 13 U.S. universities receiving the most utility patents during calendar year 2005. All campuses are included in each school's total.

The number of technology degrees awarded have declined by 5 percent since 1990, according to a new report issued by the American Electronics Association (AEA). The one area in which there has been a significant increase in degrees conferred is business information systems, which increased by 24 percent.
