Even tech hot spots like San Diego are finding they are not immune from the Digital Divide. In fact, a new report from the San Diego Regional Technology Alliance (SDRTA) finds that the region suffers a wider Internet access divide between Caucasians and Hispanics than the nation as a whole. With Hispanics representing 25 percent of the area’s population, the issue will have future economic repercussions in tech-based entrepreneurship and increasing shortages of workers with tech skills.

In a follow-up to Maine Governor Angus King’s call for every 7th grader to have a laptop computer that they would use in school and could take home, the Task Force on the Maine Learning Technology Endowment has recommended that every student and teacher in the 7th through 12th grades be provided with computers that would be wireless and portable. The computers could be used in the classroom and, pending school district permission, be taken home.

The Maine Science & Technology Foundation (MSTF) has issued a request for proposals to conduct an "Initial Evaluation of Maine's Public Investments in Research and Development." The study, to be completed by July 1, 2001, will provide baseline data for the first comprehensive evaluation MSTF is required by law to prepare for the state legislature and Governor by July, 2006. Subsequent comprehensive evaluations are to be completed every five years. The effort will:

Organizations in the San Francisco Bay Area will spend more than $20 million this year to bridge the digital divide, according to Who's Funding the Digital Connect?, a report released this month by the San Francisco Foundation. More than 54 organizations will provide computer access and/or training to more than 75,000 low income and underserved individuals in one of the most technology-savvy regions in the country, according to the study.

Academic Indirect Cost Rates 

In the late 1980s and early 1990s, as big defense contractors closed their doors and unemployment climbed, San Diego looked as if it might not recover. Between 1990-1993 alone, nearly 60,000 high-paying jobs were lost to defense and aerospace cutbacks. Although the region had some of the ingredients to be successful (defense technologies, a strong university, medical and bioscience institutes, and a desirable climate), the players did not come together to face their economic woes.

Last week, Governor Gray Davis signed into law California’s $99.4 billion budget which provides nearly $305 million for science and technology related programs plus an additional $20 million in research and development tax credits. Specific

For the 12th consecutive year, the University of California tops all universities for the most patents for inventions, according to a list recently released by the U.S Patent and Trademark Office. The preliminary list reveals the top 13 U.S. universities receiving the most utility patents during calendar year 2005. All campuses are included in each school's total.

The Mid-America Commercialization Corporation (Manhattan, Kansas) announced that the Eaton Corporation is donating a substantial portfolio of patented technologies for the benefit of the corporation and Kansas State University.

The number of technology degrees awarded have declined by 5 percent since 1990, according to a new report issued by the American Electronics Association (AEA). The one area in which there has been a significant increase in degrees conferred is business information systems, which increased by 24 percent.

The Maine Science & Technology Foundation (MSTF) has released the 1998 Maine Science and Technology Report Card, a first look at the state’s performance across twenty science and technology related indicators. MSTF will use the report’s findings to develop benchmarks for the next revision of the state’s biennial strategic science and technology plan, due out this fall.

The Kansas Technology Enterprise Corporation (KTEC) has released the Kansas Innovation Index 1999. The major finding of the report is that "Kansas has a realistic opportunity to create a competitive advantage for economic growth and high wage industries by supporting its emerging innovation economy."

The State Science and Technology Institute (SSTI) has released its most recent publication, California's Regional Technology Alliances. This is the third in a series of Program Briefs designed to highlight states' experiences with various initiatives.

The Kansas Technology Enterprise Corporation (KTEC) has initiated a program to help technology-based start-up companies locate and obtain equipment needed for their operations.

California is considering expanding its network of Regional Technology Alliances (RTA), which is a component of the Goldstrike Partnership. The Goldstrike Partnership, a program of the California Trade and Commerce Agency's Office of Strategic Technology (OST), supports the development, application, and commercialization of technology to create jobs, respond to industry changes, and foster competitiveness.

Mainers will vote on Election Day on a research and development bond issue that if passed would allocate $20 million to improve the Maine economy by supporting innovative research and development in the fields of biotechnology, computers and other information technology, aquiculture and marine technology, forestry and agriculture, and advanced materials.

If passed, funding from the bond issue would be allocated to the following:

NASA announced the award of cooperative agreements to establish new technology business incubators at three NASA Centers: the Goddard Space Flight Center (MD), the Langley Research Center (VA), and the Jet Propulsion Laboratory (JPL), combined with the Dryden Flight Research Center, (CA).

To strengthen Maine’s ability to compete in a knowledge-based economy, Governor Angus King proposed last year that the state create a $65 million endowment that would annually purchase and place a laptop in the hands of every seventh grade student in the state. A one-time $50 million state appropriation was to be matched by $15 million in private contributions. Interest off the endowment would have allowed every 7th-12th grader to own a laptop PC by 2007.
