Over the past few months, several states have announced efforts aimed at reducing the nation's dependence on oil. While the importance and urgency of such efforts is perhaps magnified in the wake of one of the worst U.S. environmental disasters, the shift to a renewable energy-focused economy also brings with it the expectation of job creation, new product development, and increased revenue for states struggling in the aftermath of the Great Recession.

The Baton Rouge Area Chamber (BRAC) has released the second and final component of its strategy advocating the need to advance a tech-based economy throughout Louisiana. The white paper focuses on the topics of entrepreneurship, workforce development, risk capital, and coordinating TBED efforts at the state level. For example, BRAC calls for all returns from state funds invested in venture capital firms to be reinvested, for regional angel networks to be supported, and for the state’s angel investor tax credit to be reinstated.

The Los Angeles County Economic Development Corporation has approved what is being called the region's first consensus strategic plan for economic development. The plan includes support for local research and commercialization activities, sector-based worker training and placement programs and provides assistance to entrepreneurs. In a report to the Joint Legislative Committee on the Budget this week, the Louisiana Innovation Council set forth an agenda to recruit world-class researchers, establish centers of excellence, and facilitate university-based technology transfer. In a tight budget year, the council recommends using some of the remaining Louisiana Recovery Authority funds and private sector money to support the initiative with a minimum $15 million total commitment over three years.

Silicon Valley, a region often looked to for trends in the technology field, is expected to see a rise in the number of new high-tech incubators and the expansion of existing incubators in the coming months. A recent Wall Street Journal article points to these openings as a sign of revival for technology startup companies amid a relatively slow period last year as startup investment plunged during the recession.

Adding to a growing number of states seeking to increase their percentage of power from renewable sources, Gov. Jack Markell last week introduced the Delaware Clean Energy Jobs Act.  A key component of the legislation is increasing the state's Renewable Portfolio Standard (RPS), which governors often say generates job growth.

Gov. Arnold Schwarzenegger last week signed a bill creating a sales tax exemption for equipment used by clean-tech manufacturers — a measure the governor hopes will attract entrepreneurs investing in the clean energy sector. SB 71 is part of the governor's $500 million jobs initiative announced during his State of the State address that aims to train up to 140,000 workers create 100,000 jobs.

California Governor Arnold Schwarzenegger has signed an executive order establishing the Governor's Office of Economic Development. The new office will offer assistance to businesses, connect entrepreneurs to state and regional organizations and encourage collaboration among research institutions and the private sector to promote emerging sectors. California Gov. Arnold Schwarzenegger signed an executive order establishing the Governor's Office of Economic Development and appointed Joel Ayala as the director of the new office.

Although official results may not be declared until July, a statewide ballot measure that would raise taxes on tobacco products to fund cancer research was losing by a vote of 50.4 percent to 49.6 percent, according to unofficial results reported Wednesday from the California secretary of state.

Richard Bendis has been named the first president and CEO of BioHealth Innovation, Inc. a regional private-public partnership focusing on commercializing market-relevant biohealth innovations and increasing access to early stage funding in Central Maryland.

While public debate rages over the role of surveillance in our society, one particularly infamous government surveillance technology, drones, is being prepared for private sector deployment in the U.S. Drone-related technologies are predicted to revolutionize commerce in the U.S., with industry projections valuing their initial deployment as an $82 billion boost to the national economy.

For several states, this year's legislative session resulted in continued austerity toward new investments and level funding for established tech-based initiatives producing good results. Workforce initiatives seemed to be the exception, garnering greater attention from state leaders eager to boost employment numbers — especially in high-tech fields.

Avoiding redundancy and enhancing the efficiency and effectiveness of outdated programs are some of the major goals for governors in California and North Carolina seeking a new approach to job creation. Both proposals involve an overhaul to established economic development efforts.

A number of states recently have taken action to expand R&D tax credits and other legislation that would support innovation, commercialization and manufacturing. Hawaii, California, Maryland, Texas, and Florida have signed into law tax incentives and R&D tax credits and an R&D tax credit in New Hampshire went into effect.  The Maine legislature also passed a capital tax credit that will begin in 2014.

As many state legislative sessions wind down, a clearer picture of the current direction of state innovation policies is emerging. This week’s SSTI Weekly Digest presents a few of the major trends in technology-based economic development initiatives approved by state legislatures during their most recent sessions. While this review is not meant to be comprehensive, it should illuminate the shifts states are making to refine their investments in the high-tech economy by providing smarter, more targeted support.

The city of Los Angeles is working with a consortium of public and private partners to redevelop unused docklands into space that will support new industry cluster development. The project highlights a trend of high-profile projects across the country, with cities like Brooklyn and Philadelphia repurposing dockside warehouse space to seed tech startups and advanced manufacturing.

With additional funding directed to higher education as part of the FY14 budget, the California State University (CSU) and University of California (UC) systems announced efforts to boost access to online courses for current full-time students this fall. The goal is to overcome space shortages in classrooms and help graduate more students on time.

Electric vehicles may be gaining momentum.

While election night's main focus was on the presidential race, the importance of ballot measures for states and metros is growing as public services and budgets are being severely trimmed. A recent article in The New Republic reports on a new trend where states are embracing ballot measures as a potential source of dedicated funds for targeted investments in regional economic growth and development.

In a new report, the National Academies' Institute of Medicine (IOM) praises the remarkable research output of California's Institute for Regenerative Medicine (CIRM) during its first seven years, but recommends several changes in oversight that could improve the quality and defensibility of its work. IOM suggests that external scientific reviews and independent oversight of the institute's management could help ameliorate concerns about conflicts of interest and increase transparency.

Leslie Guice officially was approved by the University of Louisiana System Board of Supervisors to become the 14th president of Louisiana Tech University. Guice will take office July 1, 2013.
