The latest Issue Brief from the National Science Foundation (NSF) shows research and development (R&D) expenditures remain heavily concentrated in a few states. Ten states -- California, New York, Michigan, Massachusetts, New Jersey, Texas, Illinois, Pennsylvania, Washington, and Maryland -- account for nearly two-thirds of national R&D investments.

Few economic sectors have experienced the combined economic, technological, social, biological, and – now with threats of mad cow and foot-and-mouth diseases – medical pressures that confront American agriculture. Adding the challenges of competing in the knowledge-based economy presents a formidable task for rural regions.

Complementing California’s support for New Valley Connexion, described above, is the state’s $2 million Rural E-Commerce program. Administered by the Division of Science, Technology and Innovation within the California Technology, Trade & Commerce Agency, Rural E-Commerce provides grants to non-profit organizations, educational institutions, and local governments for innovative, community-driven solutions to the telecommunications challenges faced by rural residents.

The Sacramento Bee recently ran a story showing there is a downside for California being home of the Silicon Valley phenomenon: 20 percent of the 6,600 computer and telecommunications positions within the California state government are vacant. Some local governments are reporting even higher vacancy rates.

Curious who will shape technological innovation in 21st century? Technology Review magazine has developed for the first time a list of the top 100 innovators under the age of 35.



The list, nicknamed the TR100, was compiled by a panel of 24 judges including 3 Nobel laureates, 2 university presidents, and representatives of scientific and research organizations, businesses, venture capitalists, and the media.

Earlier this year, Michigan initiated plans to spend $1 billion over the next 20 years for life sciences research, development, and commercialization. With this commitment, Michigan became the first state to use its tobacco settlement funds to bolster technology-based economic development programs.

Other states and localities are considering using their share of the tobacco settlement funds for science and technology programs as well.

The National Collegiate Inventors and Innovators Alliance (NCIIA) seeks proposals that support innovation, invention, and entrepreneurship programs in U.S. colleges and universities. Through December 1999, NCIIA will award $400,000 in grants to faculty and students of member institutions. The next deadline is December 15, 1999.

The 1999 Advanced Technology Program National Meeting, Nov. 15-17 in San Jose, Calif., will feature more than 30 workshops for industry, academic and government researchers to discuss current ATP work in

Efforts to transform rural Berkshire County, Massachusetts from an area of economic decline into an equal player for the New Economy through improved telecommunications access are bearing fruit. Berkshire Connect, a consortium of business, cultural, academic, and community leaders has successfully negotiated an agreement with Global Crossing, Ltd. and Equal Access Networks to provide low-cost, equal access telecommunications throughout the region.

Cliff Numark has been named CEO for the San Diego Regional Technology Alliance, filling the position vacated by Joe Raguso when he became Deputy Secretary in the California Department of Trade and Commerce.
