Responding to a statewide economic downturn, Gov. Ted Strickland announced two major TBED initiatives, injecting more than $1 billion into job creation and offering a free year of tuition at Ohio public universities for high school seniors.

 

One of the continuing challenges for TBED organizations is successfully documenting how their investments and activities influence the economic landscape of their states and regions. SSTI has selected a few recent state reports as examples of impact assessment, each identifying and utilizing certain measurements to help them tell their story. Their approaches may be of interest to other TBED organizations looking to gauge and share their impact with others.

According to the latest stats on venture capital investments, half of all U.S. VC investment during the last quarter of 2006 supported companies in two small areas of the country: Silicon Valley and New England (primarily the Boston metro area). With the exception of only a handful of other large metro areas and, since the origin of the modern venture capital industry some 25 years ago, most other cities have struggled to attract the attention of venture capitalists.

It is the opening day of AUTM’s 2007 annual conference in San Francisco, the largest gathering ever of individuals from around the world interested in university technology transfer.

A gala held last weekend at Google headquarters in California officially kicked off a $50 million fundraising campaign for the X Prize Foundation, which provides funds for the development of new prizes. The prizes are designed to support breakthroughs for specific challenges in medicine, energy production and consumption, education, and transportation.

Coming a little late in the year to be included among our Tech Talkin’ Govs series (see Digest issues for Jan. 8, 15 and 29 and Feb. 19), Ohio Gov. Ted Strickland delivered his first State of the State Address on Mar. 14. Below are excerpts from his address calling for a $1 billion investment in alternative and renewable energy technologies over four years.

 

SSTI serves as the TBED community’s go-to resource and strategic partner when dealing with TBED issues. SSTI’s unique ability to address the information needs of its members comes from the fact that SSTI’s staff and board have been “in the trenches” of technology-based economic development. Diffusion of effort can be a great thing in fostering local or regional economic development because there are so many fronts on which the battle must be fought: workforce; business retention and recruitment; entrepreneurship; infrastructure; investing; and, science and technology addressing the needs of different sectors such as manufacturing, retail, service, financial or information technology.

The Angel Capital Electronic Network (ACE-Net) will be privatized by September 1, 2000. The Internet-based listing service for growing companies and angel investors has been run by the U.S. Small Business Administration (SBA) Office of Advocacy.

California Gov. Arnold Schwarzenegger has announced that his proposed budget for 2007-08 will include a $95 million initiative to support new and existing facilities for high-tech research. The California Research and Innovation Initiative would provide funding to several university-based projects around the state hosting clean energy, biotechnology, and nanotechnology research and commercialization activities. Gov.

As you begin to fill in your 2007 calendar, remember to mark Oct. 18-19, 2007 to attend SSTI's 11th annual conference in Baltimore! Past attendees know SSTI's conference is the perennial premiere professional development event for the TBED community. And 2007 will be no exception. Ohio Department of Development Director Bruce Johnson has been sworn in as the state's lieutenant governor. Johnson is expected to serve both positions for the balance of Gov. Bob Taft's term.

California's Treasurer Phil Angelides called earlier this month for the nation's largest and third largest pension funds to invest at least $1.5 billion into environmental technologies and environmentally responsible companies.

The Fund for Our Economic Future, a new collaboration of Northeast Ohio private, community and corporate foundations to support regional economic development, has secured more than $22 million in commitments and is expected to grow to $30 million. Launched last week, the fund is believed to be the largest and most comprehensive philanthropic collaboration of its kind in the U.S.

Tony Brown, director of the Community Development Financial Institution (CDFI) Fund at the U.S. Treasury Department, announced his resignation effective Feb. 27, to become chief executive officer of the Uptown Consortium in Cincinnati.

The United States Patent and Trademark Office (USPTO) has announced the top 10 U.S. universities receiving the most patents during calendar year 2003. The University of California tops the list for the tenth consecutive year.

Ohio State University has appointed Vicki Butland to serve as interim president and chief executive officer for the Science and Technology Campus Corp.

Victor Hwang has been promoted to the position of president at Larta.

William Tew has resigned as director of the Office of Licensing and Technology Development for Johns Hopkins University.

Ohio’s IT Alliance (OITA) invites applications and nominations for the position of President and Chief Executive Officer. OITA's mission as a statewide public/private partnership is to drive the growth and improve the competitiveness of Ohio through the development and support of its information technology industry. The new President will enhance OITA’s role as the key public/private catalyst for industry growth and success.

Three I's neatly sum up the 22 recommendations recently released by Maryland Governor Robert Erlich's Commission on Development of Advanced Technology Business — Investment, Innovation, and Image. The year-long study looked at the state's existing physical, financial and intellectual infrastructures to support the state's research and technology sectors, making specific recommendations in three groupings to foster continued growth.
