In a follow-up to Maine Governor Angus King’s call for every 7th grader to have a laptop computer that they would use in school and could take home, the Task Force on the Maine Learning Technology Endowment has recommended that every student and teacher in the 7th through 12th grades be provided with computers that would be wireless and portable. The computers could be used in the classroom and, pending school district permission, be taken home.

Federal Funds for Research and Development: Detailed Historical Tables: Fiscal Years 1951-2000 [nsf01308]

The Maine Science & Technology Foundation (MSTF) has issued a request for proposals to conduct an "Initial Evaluation of Maine's Public Investments in Research and Development." The study, to be completed by July 1, 2001, will provide baseline data for the first comprehensive evaluation MSTF is required by law to prepare for the state legislature and Governor by July, 2006. Subsequent comprehensive evaluations are to be completed every five years. The effort will:

Organizations in the San Francisco Bay Area will spend more than $20 million this year to bridge the digital divide, according to Who's Funding the Digital Connect?, a report released this month by the San Francisco Foundation. More than 54 organizations will provide computer access and/or training to more than 75,000 low income and underserved individuals in one of the most technology-savvy regions in the country, according to the study.

"How we view -- and treat -- the environment is a critical question for the 21st century," begins the letter from Eamon Kelly, chair of the National Science Board, that accompanies Environmental Science and Engineering for the 21st Century: The Role of the National Science Foundation. The study outlines the scope of the $600 million in current NSF environmental activities and conveys policy guidance for NSF to design a future $1.6 billion portfolio of programs and initiatives.

Two-thirds of all U.S. research and development (R&D) expenditures in 1997 were concentrated in just ten states according to a July 10, 2000 Data Brief from the National Science Foundation. In contrast the 20 lowest ranking states in R&D expenditures accounted for only four percent of the $199 billion total. 

Academic Indirect Cost Rates 

The National Science Teachers Association (NSTA) and its sponsors have more than $1 million available through several programs to support and recognize science students and teachers. Applications are currently available for the following programs: 

In the late 1980s and early 1990s, as big defense contractors closed their doors and unemployment climbed, San Diego looked as if it might not recover. Between 1990-1993 alone, nearly 60,000 high-paying jobs were lost to defense and aerospace cutbacks. Although the region had some of the ingredients to be successful (defense technologies, a strong university, medical and bioscience institutes, and a desirable climate), the players did not come together to face their economic woes.

Last week, Governor Gray Davis signed into law California’s $99.4 billion budget which provides nearly $305 million for science and technology related programs plus an additional $20 million in research and development tax credits. Specific 

initiatives include:

Increasing globalization of research and development (R&D) and the prolific growth of information technology (IT) are major elements in a "science and engineering enterprise that is in transition," the National Science Board (NSB) reports in Science and Engineering Indicators 2000.

Virginia's Center for Innovative Technology is seeking a new President and Chief Executive Officer. The CIT president's primary responsibility will be to assist the Secretary of Technology in implementing the Commonwealth's technology strategy by developing and directing CIT's key role in the strategy. Applications are due by June 22, 1999.

The Environmental Protection Agency and the National Science Foundation have announced approximately $5 million will be awarded in FY 2000 for grants to support research toward "Technology for a Sustainable Environment."

Entities eligible to submit proposals include universities and not-for-profit institutions. The agencies anticipate making 20 grant awards for the solicitation in January 2000. Proposals are due July 26, 1999.

Robert Templin, president of Virginia's Center for Innovative Technology (CIT), has resigned. Wolfgang Tolle, managing director, has been named acting president. Patsy Brown, CIT's director of public affairs, also has left CIT.

Steve Jarvis resigned as the director of California Trade and Commerce's Office of Strategic Technology. Jeff Newman has been named as acting director.

Kate Latta Hoffher, senior public affairs specialist with the National Science Foundation's Office of Legislative and Public Affairs, is on detail to NSF's Experimental Program to Stimulate Competitive Research (EPSCoR) until the end of July.

For the 12th consecutive year, the University of California tops all universities for the most patents for inventions, according to a list recently released by the U.S Patent and Trademark Office. The preliminary list reveals the top 13 U.S. universities receiving the most utility patents during calendar year 2005. All campuses are included in each school's total.

The number of technology degrees awarded have declined by 5 percent since 1990, according to a new report issued by the American Electronics Association (AEA). The one area in which there has been a significant increase in degrees conferred is business information systems, which increased by 24 percent.

The Maine Science & Technology Foundation (MSTF) has released the 1998 Maine Science and Technology Report Card, a first look at the state’s performance across twenty science and technology related indicators. MSTF will use the report’s findings to develop benchmarks for the next revision of the state’s biennial strategic science and technology plan, due out this fall.

The National Science Foundation has issued a call for nominations for the 1999 Presidential Awards for Excellence in Science, Mathematics and Engineering Mentoring (PAESMEM). Each award is accompanied by a $10,000 grant.
