The National Academy Foundation, a New York-based nonprofit organization, and President Clinton have announced the selection of 12 public high schools to pilot the Academy of Information Technology program. The program is intended to prepare predominantly at-risk high school students for careers in information technology fields. The program will provide a ninth-through-twelfth-grade curriculum with opportunities to partner with community colleges, universities, and businesses.

California Governor Gray Davis has appointed Joseph A. Raguso as Deputy Secretary for Strategic Technology for the Trade and Commerce Agency. Mr. Raguso currently serves as President and CEO for the San Diego Regional Technology Alliance (SDRTA), a position he has held since 1997. Mr. Raguso will begin serving in his new capacity on January 31.

Regardless of their potentially arbitrary nature, the political lines separating jurisdictions can wreak havoc on a region's ability to support innovation. Whether it's a boundary between two communities, two states or two countries, these imaginary lines define real rules of commerce (e.g. by the taxes levied, property values, etc.) as well as intangible concerns and perceptions.

The Sacramento Bee recently ran a story showing there is a downside for California being home of the Silicon Valley phenomenon: 20 percent of the 6,600 computer and telecommunications positions within the California state government are vacant. Some local governments are reporting even higher vacancy rates.

Earlier this year, Michigan initiated plans to spend $1 billion over the next 20 years for life sciences research, development, and commercialization. With this commitment, Michigan became the first state to use its tobacco settlement funds to bolster technology-based economic development programs.

Other states and localities are considering using their share of the tobacco settlement funds for science and technology programs as well.

The 1999 Advanced Technology Program National Meeting, Nov. 15-17 in San Jose, Calif., will feature more than 30 workshops for industry, academic and government researchers to discuss current ATP work in

Matt Kramer stepped down from the Minnesota Department of Employment and Economic Development (DEED) to become vice president of sales and marketing with a Plymouth health care provider. Kramer served three years with DEED.

The McKnight Foundation has committed $44.5 million over ten years to support scientific research in neuroscience/memory and brain disorders.

Forbes magazine, in conjunction with the Milken Institute, released on Monday its second annual "Best Places for Business and Careers" - a ranking of the top 200 metropolitan areas in the United States. The Forbes-Milken Institute list looks at two critical factors to determine which metro areas are the most dynamic: jobs and earnings, and high-technology growth and output.

Minnesota Technology, Inc. seeks candidates to fill the position of Technology Transfer Specialist. The incumbent will help bring Federal Technology Transfer activities to Minnesota companies by developing partnerships with federal labs, identifying opportunities for tech transfer activities in Minnesota companies, and assisting companies with the development of proposals, agreements and licenses. 

Technology Innovation Centers (TICs), defined broadly to include incubators, business support programs and web services, direct providers, and facilitators/gatekeepers, can be successful instruments for technology-based economic development if done properly, according to the San Diego Regional Technology Alliance's recent report Technology Innovation Centers: A Guide to Principles and Best Practices.

Legislation to be reconciled by a conference committee of the Minnesota State Legislature next week includes language creating a $15 million fund to support industry-university research collaborations. The North Star Research Coalition, a non-profit, tax-exempt corporation, would be established by the Board of Regents of the University of Minnesota to administer the one-time appropriation.

One of the few new spending bills to make it through the 2001 session of the Minnesota Legislature provides $10 million in seed money for technology commercialization through a new Biomedical Innovation and Commercialization Initiative (BICI – pronounced beach-ee). The BICI appropriation is contingent upon state economic development officials securing a three-to-one private sector match.
