NSF Awards $74M for Engineering Research Centers

The National Science Foundation (NSF) has announced that it will award $74 million total for the creation of four interdisciplinary research and education centers as part of the third generation of NSF Engineering Research Centers. In addition to their primary focus on commercialization and education, these centers will emphasize innovation, entrepreneurship, small business collaboration, and international partnerships. For the first time, two of the ERCs will be co-funded by the Department of Energy.

Statewide Strategic Plan Outlines California's Shift to a "Production Economy"

Lt. Gov. Gavin Newsom hopes that by the fall, lawmakers will enact a comprehensive legislative reform of state economic development entities in order to begin implementing a plan for growth and competitiveness that builds on the diverse strengths of California's regional economies. The lieutenant governor last week presented the first statewide economic plan in more than 10 years, outlining steps to develop a new economic model that "embraces the shift from a consumption-based economy to a production economy focused on global trade."

Sacramento Leads California in Cleantech Job Growth

Sacramento's Green Capital Alliance reports that the six-county region is now home to 13,000 clean technology jobs and 98 clean energy companies. In a five-year progress report on Sacramento's clean energy cluster roadmap, the group document's Sacramento's rise as one of the country's key hubs for clean energy technology development. The report provides a detailed look at the alliance's efforts to leverage regional partners over the past few years and its immediate plans to expand the region's data gathering and smart grid infrastructure.

Race for the Renewable Energy Pay-Off: Recent State Actions

Over the past few months, several states have announced efforts aimed at reducing the nation's dependence on oil. While the importance and urgency of such efforts is perhaps magnified in the wake of one of the worst U.S. environmental disasters, the shift to a renewable energy-focused economy also brings with it the expectation of job creation, new product development, and increased revenue for states struggling in the aftermath of the Great Recession.

Rhode Island Offering $125 Million Loan-Guarantees to Tech Firms

On June 11, Gov. Donald L. Carcieri signed the Job Creation Guaranty Program. Sponsored by House Finance Chairman Steven M. Costantino and Senate Finance Chairman Daniel Da Ponte, the legislation establishes a $125 million dollar loan-guarantee program for the knowledge and technology-based sectors. Under this program, the state will not directly issue any loans. Instead, it will provide state backing to facilitate private loans. The Rhode Island Economic Development Corporation (RIEDC) will administer the program.

SBA Selects 10 Regional Efforts for Cluster

The Small Business Administration (SBA) announced the selection of 10 regional economic development and job creation efforts through a new pilot program, Innovative Economies, that supports small business participation in regional economic clusters. SBA's funding is designed to expand the opportunities and the role small businesses play in these regional collaborations. The awardees were selected from among 173 applicants. Awards went to organizations in: Alabama, California, Connecticut, Illinois, Michigan, Minnesota, Mississippi, North Carolina, Ohio and South Carolina.

California Candidates Champion Clean Energy, Tax Cuts to Grow Jobs

California's next governor will inherit a dire budget situation and an unemployment rate that is above the national average. While the two main candidates vying for the job offer different visions for enhancing California's economy, both plans set forth policies and incentives to encourage renewable energy development and deployment and provide resources to support entrepreneurs. Jerry Brown (D) has a clean energy jobs plan that he says will produce half a million jobs in research, development, manufacturing, construction, installation, and maintenance over the next decade.

California's Green Economy Remains a National and Global Leader, According to New Report

California's green economy remains strong through the Great Recession, according to a new report — the 2010 California Green Innovation Index. The yearly report published by Next 10 provides dashboard of indicators that track changes over time. This year's report indicates that California's clean tech companies continue to attract venture capital (VC) investments, the state leads the nation in clean tech patents and green manufacturing has grown.

Karel Schubert has been appointed executive director of the Bioscience Association of West Virginia. Schubert most recently founded and is the chief executive officer of BioSynectics, a St. Louis-based bioscience firm.

J. Michael Saul, deputy director of the R.I. Economic Development Corporation, who served as interim director for a year, is stepping down. Saul had overseen the agency's capital programs such as the Small Business Loan Fund.

CA Community College Board of Governors Approves Comprehensive Workforce Plan for Middle-Skill Jobs

The California Community College Board of Governors unanimously approved a comprehensive workforce development plan to coordinate efforts across its 113-college system to help California close its considerable job skills gap, which is defined as the state needing one million workers credentialed for middle-skill jobs.

U.S. Venture Capital on Track for Historic Year

In the first three quarters of 2015, U.S. venture capital firms have invested $47.2 billion, more than the year-end totals for 17 of the past 20 years, according to new data from the National Venture Capital Association (NVCA) and PricewaterhouseCoopers (PwC). About $16.3 billion was invested in 1,070 deals in the third quarter, bringing the 2015 total to $47.2 billion in 2,239 deals. Investment activity is on track to reach its highest annual level since 2000, and the second highest year since the beginning of PwC’s Moneytree report.

Kennedy said, "The time to repair the roof is when the sun is shining."  Despite its foggy reputation, perhaps no region has had the sun shine on them more economically since that speech than California’s Bay Area. Currently, in spite of its strengths as a hub for talent, research, and innovation, the Bay Area lacks a cohesive and comprehensive regional economic strategy for sustaining economic growth, weathering business cycles and supporting shared prosperity.

MA, RI Govs Announce Strategies for State Innovation Economies

Governors in Massachusetts and Rhode Island have released details about their plans to boost innovative businesses in their respective states. Massachusetts Gov. Charlie Baker offered a strategic plan to guide his administration’s economic development efforts, with an emphasis placed on fostering a culture of innovation and entrepreneurship. Rhode Island Gov. Gina Raimondo announced the launch of three new incentive programs aimed at research-driven companies.

17 Governors Sign Accord to Promote Clean Energy, Economic Prosperity

NIST MEP announces funding opportunities for manufacturing centers in four states

The National Institute of Standards and Technology (NIST) is accepting applications to operate Manufacturing Extension Partnership (MEP) centers in Kentucky, Nebraska, Rhode Island and South Dakota. The NIST Hollings Manufacturing Extension Partnership funds 51 centers in all 50 states and Puerto Rico which provide experts who enhance the performance of local manufacturers. Funding awards will include almost $19.8 million to support small and medium-sized manufacturing companies in the four listed states.

Kentucky and Rhode Island roll out new proposals to boost innovation

Attracting investment to a coal-dependent region with a state-of-the-art AgriTech research and development center is under consideration in Kentucky while Rhode Island is proposing greater investment in developing its blue economy. Kentucky Gov. Andy Beshear and Rhode Island Gov. Daniel J. McKee have both targeted new innovation initiatives to grow their state’s economy in their recently proposed budgets.

California proposes billions for climate initiatives, additional money for innovation programs

Earlier this month, California Gov. Gavin Newsom released his proposed FY 2022-2023 budget, which he said “reinforces our role as the global leader in climate protection, innovation and job creation.” The budget focuses on new investments and “positions the state as a global leader in innovation and solutions to both mitigate and adapt to the changing climate.” The proposal includes billions in one-time funding from various sources over five years to advance the state’s climate and opportunity budget and provide equitable climate solutions.

New Developments in Capital: Strong Results Announced, New Funds Created

In the last month, major new developments have occurred in TBED capital programs. Launch Tennessee and Pittsburgh-based Innovation Works both announced positive findings about the growth of their startup investment ecosystems with $1 billion being raised by Tennessee startups from 2012 to early 2016 and over $279 million invested in Pittsburgh startups in 2015. Meanwhile in Ohio, both Youngstown-based and Cincy-based startups will see an influx of capital, while a new $150 million fund focused on stem cell companies and regions has been launched.

$17M California makers initiative creating community college model

The nation’s largest system of higher education with over 2 million students is trying to connect community colleges to their regional economies through a three-year, $17-million-dollar investment to establish a statewide network of maker-focused colleges. The California Community College (CCC) Maker Initiative may provide a model for community colleges to infuse making, innovation, and entrepreneurship into students’ college experiences while helping them prepare for STEM/STEAM careers with the necessary skills for 21st Century jobs.
