VIRGINIA SELECTS THREE NEW CENTERS
Innovative manufacturing, plasma and photon processing, and Internet technology will be the focus of three new Centers of Excellence in Virginia. The Commonwealth of Virginia and Virginia’s Center for Innovative Technology (CIT) recently announced the selection of these three new Centers as the second-generation of CIT’s Technology Development Centers program.
HIGH-TECH INDUSTRIES DRIVING GLOBAL ECONOMIC ACTIVITY
Four industries (aerospace, computers and office machinery, electronics and communications equipment, and pharmaceuticals) are growing at a rate more than twice as fast as other manufactured goods, thereby driving national economic growth around the world, according to a National Science Foundation (NSF) Issue Brief, High-Tech Industries Drive Global Economic Activity (NSF 98-319).
NSF RELEASES 1998 SCIENCE AND ENGINEERING INDICATORS
The most comprehensive source of statistical information on science and engineering issues has been released by the National Science Board. "Science and Engineering Indicators: 1998" is the 13th report in a biennial series.

NASA announced the award of cooperative agreements to establish new technology business incubators at three NASA Centers: the Goddard Space Flight Center (MD), the Langley Research Center (VA), and the Jet Propulsion Laboratory (JPL), combined with the Dryden Flight Research Center, (CA).
INDUSTRIAL R&D UP — TURNAROUND IN MANUFACTURING CITED
Industrial research and development spending totaled approximately $145 billion in 1996, a 10 percent increase for the second year in a row. More than 83 percent of that funding came from industry itself with the federal government providing the remaining funds, according to a new Data Brief prepared by the National Science Foundation. Small businesses, those with 500 or less employees, spent slightly more than $20.2 billion or 14 percent of the total industrial R&D spending in 1996.

NSF Inspector General Reviews EPSCoR
With an overall positive review, the Office of the Inspector General within the National Science Foundation (NSF) has made several recommendations for improving the performance of NSF's Experimental Program to Stimulate Competitive Research (EPSCoR). EPSCoR plays an important and strategic role in many states’ efforts to build a stronger research enterprise and tech-based economy. In FY 2000, the NSF EPSCoR program distributed $51.7 million to 19 states and Puerto Rico.

R&D Remains Concentrated in Few States, but Intensity Changes
The latest Issue Brief from the National Science Foundation (NSF) shows research and development (R&D) expenditures remain heavily concentrated in a few states. Ten states -- California, New York, Michigan, Massachusetts, New Jersey, Texas, Illinois, Pennsylvania, Washington, and Maryland -- account for nearly two-thirds of national R&D investments.

Transferring University Technologies: Challenging Bayh-Dole
Does patenting encourage or speed the transfer of technology from universities? Does the prospect of receiving royalties and licensing fees increase motivation among university researchers to work with businesses to commercialize technology? A recent paper suggests the answers to both questions is "no," but that more empirical and statistical research is needed to determine whether or not increased emphasis on intellectual property rights is achieving the desired results.

NSF Reclassifies R&D Budget, Cutting SBIR Funds
The National Science Foundation (NSF) has decided to reclassify its R&D budget, which will result in a reduction of funding available for its Small Business Innovation Research program (SBIR). The reclassification was recommended by Inspector General Linda Sundro. NSF Director Neal Lane has concurred with the recommendations.
R&D Expenditures Top $200 Billion in 1997
Research and development expenditures in 1997 are expected to reach $205.7 billion, a 6.5 percent increase over 1996's $193.2 billion in spending. Since 1994, R&D spending has been increasing at a rate of more than 5 percent a year, according to a recent National Science Foundation Data Brief.

The National Science Foundation's (NSF) Office of Science and Technology Infrastructure (OSTI) has announced that funds will be available for additional Science and Technology Centers (STC). NSF is currently soliciting proposals from qualified candidates for the Science and Technology Centers: Integrative Partnerships Program.

The National Science Foundation (NSF) has selected three centers to conduct and coordinate earthquake engineering research for the nation. The contracts call for NSF to invest $2 million a year for five years in each of the three centers for a total of $30 million.
Demand Exceeding Supply of Info Tech Workers
Job growth in information technology (IT) now exceeds the production of talent, according to a U.S. Department of Commerce's Office of Technology Policy (OTP) study, America's New Deficit: The Shortage of Information Technology Workers. A recent survey of mid- and large-size U.S. companies by the Information Technology Association of American (ITAA) concluded that there are about 190,000 unfilled IT jobs in the U.S. today due to a shortage of qualified workers.
