For the second year in a row, Florida cities dominate the Milken Institute's top 200 largest U.S. metropolitan areas in the ability to create and sustain jobs. The top performer, Palm Bay-Melbourne-Titusville, moved up 31 places from last year and is followed by last year's top scorer, Cape Coral-Fort Myers, and Naples-Marco Island, respectively.

An economic diversification package recently approved by officials in Orange County, Florida, is intended to offset some of the post-September 11 difficulties experienced by the local economy.

Last week, David Allen began his tenure as Assistant Vice President for Technology Transfer at the University of Colorado. Allen was the Assistant Vice President for Technology Partnerships at the Ohio State University.

BioFlorida President Diana Robinson is leaving to join a private venture capital company once her replacement is selected.

Governor Bill Owen has named Trip Carter as the state's first aerospace advocate, the state's latest effort to help the industry, which employs approximately 110,000 residents and has $4 billion in revenues. Only Florida, California and Texas have larger stakes in the aerospace industry. As a result, the state has undertaken several initiatives over the past two years to develop and promote the industry's health as it goes through a transition period.

The Center for Economic Forecasting and Analysis at Florida State University has completed a New Economy index for Tallahassee, showing how the Florida capital compares with 66 MSAs and, in a second analysis, a comparison of 20 Florida MSAs. Tallahassee ranks 11th among all MSAs assessed, a finding the authors suggest confirms "the city's economy has a number of very strong advantages."

Florida's High Tech Corridor and LaGrange, Georgia, have been named two of the world's top seven "intelligent" communities in a recent report by the Intelligent Community Forum (ICF), a project of the New York-based telecommunication group World Teleport Association.

Enterprise Florida has named Darrell Kelley as its new president and chief executive officer effective August 5. Kelley currently is the president of the defense-related technology incubator, MILCOM Technologies.

Senate Bill 1844, signed by Governor Jeb Bush this week, provides $30 million to create Centers of Excellence and includes several other key elements of the Florida Technology Development Initiative, proposed by Governor Bush in his State of the State speech this year.

To help build the state's technology sectors, Governor Jeb Bush and the State Board of Education have selected Florida's first three Centers of Excellence. The Centers are designed to foster innovative, cutting-edge technology research at Florida’s colleges and universities, develop commercially viable applications for that research, and recruit high-tech industries and thinkers to the state.

Marc Holtzman, Colorado's former science and technology advisor, is taking the position as president of Denver University.

Ed Linsenmeyer, with the Naval Surface Warfare Center, has been elected to serve as the Chair of the Federal Laboratories Consortium for Technology Transfer at the FLC's recent annual meeting. Larry Dickens, with the Oak Ridge National Laboratory, was elected Vice Chair.

The Economic Development Administration (EDA) recently announced the recipients of its 2003 Excellence in Economic Development Awards. A total of eight award-winners were named across seven broad award categories. Those pocketing awards in Innovation and Technology-led Economic Development, respectively, are described below.

Florida Incubators Form Alliance to Expand Services

A recent study by the Council for Education Policy, Research and Improvement finds that State University System Centers and Institutes (C&Is) in Florida are cost-effective and creative settings for scientific discovery, technological innovation, policy development, teaching and instruction and public outreach activities.

Rick Kovar, executive director of the Rhode Island Technology Council for the past two years, resigned from his position. The 242-member Council is beginning the search for a new director.

In his fourth State of the State Address, Governor Jeb Bush outlined a new $100 million university-based initiative focused on nanotechnology and biotechnology.

Colorado Governor Bill Owens has appointed Paul Ray as the state's first director of biosciences.

Earlier this week, Colorado Chief Technology Officer John Hansen released a statewide plan to develop biotechnology and life sciences industry sectors in Colorado. Colorado's Place in the Sun: A Bioscience Future provides analysis, direction and recommended actions for three key sector areas — workforce development, business development, and research development.

Glenwood Springs, Colo., is the nation’s most entrepreneurial region, according to a study recently released by the U.S. Small Business Administration's Office of Advocacy and the Edward Lowe Foundation. The region's ranking is based on the Regional Entrepreneurship Index, a measure intended to standardize assessment of entrepreneurship within and across regions.

The U.S. Bureau of Economic Analysis (BEA) recently released its preliminary 2004 figures for per capita income, revealing average income received by persons grew by 4.7 percent between 2003 and 2004. The change in income was not evenly distributed across the country.

Many communities around the country have established authorities to oversee the real estate, infrastructure and management issues of their technology parks. Few of those authorities, however, provide direct grants to support industry-university R&D or commercialization projects. This more proactive approach to growing future tenants is the thinking behind a pilot program created last year for the Leon County Research and Development Authority (LCRDA) in Tallahassee.
