Hawaii’s Investment in State TBED Agencies to Increase Dramatically in Proposed Budget
Hawaii Gov. Linda Lingle has submitted her budget proposal to the state legislature for the fiscal biennium 2007-09, including significant increase in the amount allocated for certain state economic development entities. The High Technology Development Corporation (HTDC), a state agency that develops and supports Hawaii’s science and technology resources, would grow from average annual expenditures of $4.2 million in the 2005-07 biennium cycle to $9.8 million in the next cycle.

Wyoming Project Engages Community Support for Entrepreneurship
A pilot program meant to spur entrepreneurship with community involvement is set to begin in Torrington, Wy., in the next two months. A joint venture between the Goshen County School District, Eastern Wyoming College, and Goshen County Economic Development, the project, Planned Approach to Community Entrepreneurship (PACE), is designed to facilitate small businesses and help them achieve higher success rates.

High-Tech Tax Credit Bill Renewed with Minor Revisions
Amid criticism from taxpayers, legislators in Hawaii agreed to renew the widely debated bill that extends high-technology tax credit for another five years, without a provision requiring the disclosure of companies that receive the credits, the Honolulu Advertiser recently reported.

Colorado CAPCO Demise Leads to Questions for Other States

Western Governors Create High Technology Council
The 18 governors who comprise the Western Governors’ Association (WGA) have agreed to create a Western High Technology Council to serve as a strategic alliance among states, technology firms and universities to advance the region's common interests in the technology-driven and knowledge-based New Economy. Hawaii Governor Ben Cayetano, WGA Chairman, proposed the idea at the WGA winter meeting held in Las Vegas during December.
Colorado S&T Commission Created
Colorado Governor Bill Owen has appointed 55 technology executives and public officials to serve on the Governor’s Commission on Science and Technology. The Commission’s purpose is to issue a set of recommendations by late-2000 focused on enhancing Colorado's business climate and creating the technological infrastructure necessary to foster statewide growth of the high technology industry.

Hawaii's Growth Strategy Focuses on Technology, New Economy
Earlier this month, Governor Ben Cayetano released The New Millenium Growth Strategy for Hawaii's Economy, an economic development plan to improve the state's performance in a knowledge-based economy. Dr. Phillips Bradford the Executive Director of the Colorado Advanced Technology Institute has resigned his position. Lenie Roos-Gabridge has been appointed Interim Chief Operating Officer. Bradford’s resignation is the latest in an unprecedented turnover of state technology-based economic development officials. In the last year alone, the leaders of 14 states’ technology efforts have left their positions.

Geringer Appoints Wyoming Business Council
Wyoming has begun the process of restructuring its economic development programs. Nine state programs and boards will be transferred to the Wyoming Business Council by July 1. The Council, created by the legislature earlier this year, is a 15-member private sector board of directors that will direct economic development activities in Wyoming. Governor Jim Geringer announced the board appointments earlier this month.

As some state legislative sessions wrap up, several more governors and state lawmakers have created new initiatives to address this significant issue. Alabama, Colorado and Washington provide the most recent examples of new commitments, including some reversing bans on public broadband provision when the private market fails to deliver.
