In Perfectly Competitive Innovation, a March 2002 research department staff report for the Federal Reserve Bank of Minneapolis, Michele Boldrin and David K. Levine address whether current copyright, licensing and patent laws which grant monopolist rights to inventors beneficial or harmful to the innovation process. The authors suggest the latter in certain markets. 

Colorado

Last week, David Allen began his tenure as Assistant Vice President for Technology Transfer at the University of Colorado. Allen was the Assistant Vice President for Technology Partnerships at the Ohio State University.

Manufacturing jobs in rural Minnesota numbered almost 120,000 in 2000, a 25 percent increase since 1990, according to a recent study by the Center for Rural Policy and Development and Minnesota Technology Inc., two agencies dedicated to helping industry in Greater Minnesota.

Governor Bill Owen has named Trip Carter as the state's first aerospace advocate, the state's latest effort to help the industry, which employs approximately 110,000 residents and has $4 billion in revenues. Only Florida, California and Texas have larger stakes in the aerospace industry. As a result, the state has undertaken several initiatives over the past two years to develop and promote the industry's health as it goes through a transition period.

Minnesota's technology sector remains a diverse, well developed and stable anchor to the state's economy, according to a new report released by Minnesota Technology, Inc. (MTI), Minnesota's tech-based economic development organization.

Sandy Layman was named commissioner of the Iron Range Resources and Rehabilitation Agency (IRRRA) earlier this month. IRRRA promotes economic development in Northeastern Minnesota.

Innovation

Minnesota Governor Tim Pawlenty recently announced the formation of a Biodiesel Task Force to accelerate development of the state's biodiesel industry. The nine-member group will advise the Minnesota Department of Agriculture (MDA) on methods to increase production and use of biodiesel in Minnesota.

A group of community leaders bent on revitalizing the Duluth, Minn., economy and ensuring economic opportunities for the city recently moved one step closer toward accomplishing its goals.

Colorado Governor Bill Owens has appointed Paul Ray as the state's first director of biosciences.

Earlier this week, Colorado Chief Technology Officer John Hansen released a statewide plan to develop biotechnology and life sciences industry sectors in Colorado. Minnesota manufacturers are cutting payrolls, bidding low and scrambling to compete with the giant threat of cheap labor and enhanced manufacturing facilities offered in China, according to a recent survey of Greater Minnesota manufacturing companies.

The U.S. Bureau of Economic Analysis (BEA) recently released its preliminary 2004 figures for per capita income, revealing average income received by persons grew by 4.7 percent between 2003 and 2004. The change in income was not evenly distributed across the country.

For 20 years, small tech firms and researchers in Minnesota called on Minnesota Project Innovation (MPI) for assistance in developing competitive proposals for the federal Small Business Innovation Research or Small Business Technology Transfer (SBIR/STTR) programs.
