Oklahoma Governor Brad Henry has named Tulsa businesswoman Kathryn Taylor to serve as Secretary of Commerce. The position oversees the state's economic development, commerce, and  tourism activities. David Lopez, a retired officer of SBC Communications, will serve in the voluntary, unpaid position as the Governor's economic development advisor.

OCAST Building A Strong Tech-based Future

The Oklahoma Center for the Advancement of Science and Technology (OCAST) has provided the state an 8:1 return on its $78 million investment since 1993, according to From Concept to Commercialization, a new OCAST impact report, and accompanying press release. The state's leading organization for building a tech-based economy finds its client companies also have enjoyed a 90 percent survival rate.

Colorado Names State's First Aerospace Advocate

Governor Bill Owen has named Trip Carter as the state's first aerospace advocate, the state's latest effort to help the industry, which employs approximately 110,000 residents and has $4 billion in revenues. Only Florida, California and Texas have larger stakes in the aerospace industry. As a result, the state has undertaken several initiatives over the past two years to develop and promote the industry's health as it goes through a transition period.

Colorado's Place in the Sun: A Bioscience Future provides analysis, direction and recommended actions for three key sector areas — workforce development, business development, and research development.

SBA Releases Regional Entrepreneurship Index

Glenwood Springs, Colo., is the nation’s most entrepreneurial region, according to a study recently released by the U.S. Small Business Administration's Office of Advocacy and the Edward Lowe Foundation. The region's ranking is based on the Regional Entrepreneurship Index, a measure intended to standardize assessment of entrepreneurship within and across regions.

Oklahoma Commits $500M for College Improvement

On the final day of March, Gov. Brad Henry signed legislation establishing a $475 million bond issue for a slate of higher education projects, much of which targets research and laboratory facilities. The Oklahoma Higher Education Promise of Excellence Act of 2005, which the governor called "desperately needed," was one of his top legislative priorities for the year (see the Feb. 7, 2005, issue of the Digest).

Useful Stats: Change in Per Capita Income by State: 1999-2004

The U.S. Bureau of Economic Analysis (BEA) recently released its preliminary 2004 figures for per capita income, revealing average income received by persons grew by 4.7 percent between 2003 and 2004. The change in income was not evenly distributed across the country.

Ralph Schultz was named president and CEO of the Nashville Area Chamber of Commerce, effective Nov. 1. Schultz replaces Mike Neal, who resigned in July to assume the top job at the Tulsa Metro Chamber of Commerce in Tulsa, Okla.
