Gov. Jim Douglas plans to merge the Vermont Departments of Economic Development and Housing and Community Affairs.

Lonnie Emard has been named interim director of the Consortium for Enterprise Systems Management, a recently formed collaboration of business, academic and economic development organizations intended to build information technology (IT) opportunities in South Carolina.

The Piedmont Triad Research Park laid off Bill Dean, director of the park, and Nancy Johnson, marketing director. Park officials said that the park's project manager and executive assistant also were laid off.

Rebecca Bagley, who left her position as deputy secretary for the Technology Investment Office within the Pennsylvania Department of Community and Economic Development, was appointed president-elect of NorTech. Bagley will succeed Dorothy Baunach, the founding staff director of NorTech, as president and chief executive officer. Chris Coburn, the founding executive director of Cleveland Clinic Innovations, is leaving at the end of May to join Boston-based Partners Healthcare, the largest healthcare system in Massachusetts.

Mary Jo White has been confirmed by the Senate as the new head of the Securities and Exchange Commission.

Bill Kirkland will head the new Office of Economic Engagement that will begin operations July 1 at the University of South Carolina. The new entity will facilitate business development statewide, and work through USC&'s seven regional campuses.

John Carey, a former state representative, was appointed by Gov. John Kasich as the chancellor of the Ohio Board of Regents.

This week, Colorado legislators approved the launch of an advanced industries acceleration program that would provide grants for proof-of-concept, early stage capital and retention, and infrastructure. HB 13-1001 would create the program, which would make $150,000 to $500,000 awards to support commercialization in key industries.

The budget agreement reached by Texas lawmakers earlier this week includes $50 million in new funds to provide grants to technology companies for research and commercialization activities under the Emerging Technology Fund (ETF). A bill to address accountability and transparency of the fund was passed in the House, but later removed from the Senate calendar despite controversy surrounding the decision-making authority of the grants.

Lawmakers across several western states have reached budget agreements for the upcoming fiscal year or biennium allocating decreased or level funding for tech-based economic development efforts. Lawmakers also passed new legislation supporting job-creation efforts and investments in alternative energy. While funding for many of these programs appear secure in FY10, additional spending cuts are anticipated in the coming months if state revenues continue to decline.

For example, just in the past week, governors in Missouri, Ohio and Texas proposed increases in state investments for job creation in emerging fields, higher education scholarships, and technology commercialization and research programs. New Carolina, South Carolina's Council on Competitiveness, has formed the South Carolina Engineering Cluster. Lee Stogner will lead the cluster and its steering committee, which represents government, economic develoment, academia, engineering companies and professional societies aiming to promote engineering in South Carolina.
