New Washington Laws to Promote Rural High Tech

Two laws recently passed by the Washington legislature are intended to provide tax credits, infrastructure financing, and other incentives to spread the economic benefits of technology into the state's most rural counties.

Dr. Phillips Bradford the Executive Director of the Colorado Advanced Technology Institute has resigned his position. Lenie Roos-Gabridge has been appointed Interim Chief Operating Officer. Bradford’s resignation is the latest in an unprecedented turnover of state technology-based economic development officials. In the last year alone, the leaders of 14 states’ technology efforts have left their positions.
Washington Boasts High Employment Growth
Washington has the second highest employment growth rate in the U.S., according to the 2001 Index of Innovation and Technology for Washington — a report released by the Washington Technology Center. The state's 33 percent increase in employment growth rate over the last five years allowed it to move up four positions, second only to Utah.

The 1998-1999 report highlights the program’s accomplishments and economic impact since its inception in 1986. Each year, COEP staff document the program’s contributions to the Utah economy through statistical data and anecdotal success stories.
Western Governors Create High Technology Council
The 18 governors who comprise the Western Governors’ Association (WGA) have agreed to create a Western High Technology Council to serve as a strategic alliance among states, technology firms and universities to advance the region's common interests in the technology-driven and knowledge-based New Economy. Hawaii Governor Ben Cayetano, WGA Chairman, proposed the idea at the WGA winter meeting held in Las Vegas during December.
Colorado S&T Commission Created
Colorado Governor Bill Owen has appointed 55 technology executives and public officials to serve on the Governor’s Commission on Science and Technology. The Commission’s purpose is to issue a set of recommendations by late-2000 focused on enhancing Colorado's business climate and creating the technological infrastructure necessary to foster statewide growth of the high technology industry.

The Colorado Advanced Technology Institute (CATI) has been abolished effective June 30, 1999. CATI was the state's lead organization on technology-based economic development since its creation in 1983.
Global Venture Forum Applications Due
The Global Venture Forum is a business development event sponsored by the Osaka Chamber of Commerce to help Japanese and foreign firms find Japanese partners for investment, trade, distribution, and global business.
Since the Global Venture Forum started in 1995, 44 percent of the participants have found business partners.

Washington Tech. Center Releases Innovation and Technology Index
The Washington Technology Center has released its first annual Index of Innovation and Technology. The report examines 34 performance indicators in six broad areas: Innovation, Competitiveness, Growth, Financial Capacity, Human Potential, Quality of Life, and Internet Infrastructure. For each indicator, Washington is compared to several other states or to national averages.

Newest Advanced Technology Education Center Opens
The grand opening on April 9 of a new technology education center in the Seattle area marked a milestone for the National Science Foundation's (NSF) Advanced Technological Education (ATE) Program. The new Northwest Center for Emerging Technologies (NWCET) is the second major ATE center NSF has supported in the fields of information technology and telecommunications.
