Seven States Selected to Identify, Implement Strategies for Enhancing Manufacturing

A newly established policy academy providing guidance and technical assistance will help seven states improve their environment for innovation and align state R&D investments, workforce development and education systems with current and future needs of advanced manufacturing industries. The policy academy will help each state develop a plan or overcome barriers for putting a plan into action through a highly interactive team-based process that includes input from NGA, MEP, EDA, SSTI, private sector consultants, and research organizations.

Support for Entrepreneurs, Manufacturers Included in Connecticut Jobs Package

Building on several of the new programs enacted during the regular legislative session (see the June 15, 2011 issue of the Digest), Gov. Dan Malloy last week signed into law HB 6801, a comprehensive legislative package that authorizes $626 million in bonds to support efforts aimed at job creation. The bill has several components to support high-tech entrepreneurship, workforce development, and incentivize manufacturers and small businesses.

MA, RI Release State Innovation Benchmark Studies

TBED organizations in Massachusetts and Rhode Island recently published comprehensive reviews of their respective state innovation economies. Both studies employ metrics of the general economy, as well as indicators of STEM education, research, venture investment and technology industry activity. They also use data from other state economies to track their progress in creating a vibrant and sustainable innovation ecosystem. The reports provide a useful set of innovation metrics that can be applied in other regions.

Rhode Island Offering $125 Million Loan-Guarantees to Tech Firms

On June 11, Gov. Donald L. Carcieri signed the Job Creation Guaranty Program. Sponsored by House Finance Chairman Steven M. Costantino and Senate Finance Chairman Daniel Da Ponte, the legislation establishes a $125 million dollar loan-guarantee program for the knowledge and technology-based sectors. Under this program, the state will not directly issue any loans. Instead, it will provide state backing to facilitate private loans. The Rhode Island Economic Development Corporation (RIEDC) will administer the program.

SBA Selects 10 Regional Efforts for Cluster

The Small Business Administration (SBA) announced the selection of 10 regional economic development and job creation efforts through a new pilot program, Innovative Economies, that supports small business participation in regional economic clusters. SBA's funding is designed to expand the opportunities and the role small businesses play in these regional collaborations. The awardees were selected from among 173 applicants. Awards went to organizations in: Alabama, California, Connecticut, Illinois, Michigan, Minnesota, Mississippi, North Carolina, Ohio and South Carolina.

Walter Bumphus has been named the next president and CEO of the American Association of Community Colleges. Bumphus currently serves as a professor in the Community College Leadership Program and chair of the Educational Administration Department at the University of Texas at Austin. Bumphus will begin his tenure with AACC in January.

Jobs Tax Credit Generates $72 Million Fund for CT Firms

Connecticut has certified its first fund manager under the state's revised Insurance Reinvestment Tax Credit program, which has now expanded beyond its focus on insurance-related companies to support early stage and high-tech firms. Advantage Capital Partners has raised $72 million to invest under the revamped program. Fund managers may invest in any Connecticut-based business. One quarter of the investments must support green technology firms, and three percent must go toward pre-seed stage projects.

Legislative Wrap-Up: Lawmakers Dedicate Funds for TBED in CO, CT, VA

Unlike last year when a wave of new governors pushed sweeping proposals to re-organize economic development activities and grow the economy, the 2012 legislative sessions brought mostly modest changes for tech-based initiatives. While many programs were level funded or received smaller increases than in previous years, a handful of states increased funds or introduced new initiatives to support economic development efforts.

EDA Awards $3M to Three Cities for Economic Development Planning

The Department of Commerce announced the winners of the Strong Cities, Strong Communities (SC2) Challenge, the Economic Development Administration-led competition seeking to help cities and regions develop a comprehensive economic development strategy. Greensboro, North Carolina, Hartford, Connecticut, and Las Vegas, Nevada each were awarded $1 million to assist in the refinement and implementation of their respective plans.

Govs Detail New Policies to Broaden Energy-Focused Economic Development

New energy plans unveiled by governors in Connecticut and Mississippi promise to capitalize on current strengths, build capacity for future projects, and encourage public-private partnerships to scale up clean energy projects and create jobs by attracting more R&D investment to the states. Connecticut's draft strategy proposes economic incentives to drive down costs of new technology and maximize the use of clean energy finance banks — an approach that is heralded as a model for other states in a recent policy report.

CT Gov Signs Jobs Bill, FY11 Budget Agreement

A jobs bill that garnered near unanimous support in both legislative chambers was signed into law by Gov. Jodi Rell last week. The bill includes pre-seed funding for innovative ideas, a program authorizing tax credits for insurers investing in many different types of businesses, including technology startups, student loan reimbursements to retain green collar workers, a small business loan pool, and a green manufacturing pilot program.

Race for the Renewable Energy Pay-Off: Recent State Actions

Over the past few months, several states have announced efforts aimed at reducing the nation's dependence on oil. While the importance and urgency of such efforts is perhaps magnified in the wake of one of the worst U.S. environmental disasters, the shift to a renewable energy-focused economy also brings with it the expectation of job creation, new product development, and increased revenue for states struggling in the aftermath of the Great Recession.

Connecticut Gov. Proposes Economic Recovery Initiatives, Cuts TBED

Gov. Jodi Rell last week unveiled her FY11 midterm budget adjustments, eliminating or reducing funding for several TBED initiatives in the second year of the biennium. At the same time, the governor proposed an economic recovery package that includes a lending program for small businesses, a student loan forgiveness program to retain green collar workers, and a sales tax exemption for green energy industries.

Rhode Island Maps Strategy for Green Economy Advancement

Last week the Rhode Island Economic Development Corporation (RIEDC) released its strategic agenda for accelerating the growth of the state's green economy, distributing action items among four topical groupings: advanced manufacturing, energy efficiency, innovation cultivation, and wind power. A Roadmap for Advancing the Green Economy in Rhode Island was produced from a series of roundtables over the past year with 120 representatives from state government, universities, industry, labor, and other economic development nonprofit entities.

Connecticut Innovations Matches State Funds, Creates New Programs

Connecticut Innovations (CI), a quasi-public agency supporting high-tech industries, will match state funds to expand access to capital programs and launch new initiatives supporting tech transfer efforts. CI's board this week announced the deployment of $250 million over five years for activities including SBIR assistance, establishing three technology accelerator hubs and recruiting emerging tech companies nationally and internationally.

Governors Ramp up Skilled Workforce Initiatives

Lawmakers in several states will consider legislation this year aimed at solving the workforce disconnect as states continue to struggle with unemployment and look for ways to attract industries in emerging fields. Many of the recent proposals, including those in Connecticut and Massachusetts, focus on revamping oversight of higher education and workforce training to offer better tools and a quicker path to a degree and skills matched with the needs of businesses.
