Two new Governors, Bob Wise of West Virginia and Wisconsin's Scott McCallum, have put tech-based economic development in the forefront of their respective economic agendas.

What can policymakers and practitioners do if the statistics and other metrics indicate a state, region or locality is not well positioned for the technology-based economy, but the elected leaders and economic development professionals are plodding along with traditional approaches to job creation and development?

Three separate public initiatives are underway in Wisconsin which could result in the availability of more than $100 million for new venture capital financing. The efforts are designed to spur venture capital investment in the state (ranked 45th in the 1998 Pricewaterhouse Coopers survey) and to increase entrepreneurial activity in the Wisconsin biotechnology community.

With the start of the new year, a number of state legislatures are reconvening. Quite a few states have significant research, science, and technology issues on their legislative calendar, including the following:

Last Friday, Governor Tommy Thompson signed into law Senate Bill 429, establishing the Wisconsin Technology and Entrepreneurs Council (WITEC).

In his recent State of the State address, Wisconsin Governor Tommy Thompson called for the establishment of a new High Tech Corporation to assist in the development of companies for the New Economy. Toward that end, a bill has been introduced in both houses of the Wisconsin Legislature to establish the corporation.

On July 16, both houses of Wisconsin’s state Legislature passed a state budget including numerous incentives for technological development. The budget covers state spending for a two-year period that began July 1. Gov. Scott McCallum has until August 30 to approve the budget; several of the tech-related items were in the Governor's first state of the state and executive budget addresses.

After 30 years as leader of the Greater Madison Chamber of Commerce, Robert Brennan is leaving to become a consultant to the new Office of Corporate Relations at the University of Wisconsin-Madison.

Nebraska Governor Mike Johanns has appointed Richard Baier as the state's first rural development director. Baier will work closely with the new Nebraska Rural Development Commission.

Phillip Z. Sobocinski has accepted a new position as Assistant Director of the new Office of Corporate Relations in the Office of the Chancellor, University of Wisconsin-Madison. The new initiative will be led by Charles Hoslet.

Carla Patterson is the new director of the Nebraska Manufacturing Extension Partnership.

Larry Kline has resigned as president of the Wisconsin Technology Council to take a position as chief financial officer and vice president for business development with a biotech firm.

The six-month-old Information Technology Association of Wisconsin selected Jim Rice to serve as the organization's first president and CEO.

Chuck Henderson has announced he will retire as president of the University of Nebraska's 130-acre Technology Park next June.

Dan Curran is the new director of the Business Development Division of the Nebraska Department of Development.

The Center for Advanced Technology and Innovation (CATI) Partnership Board and the Gateway Technical College Board of Directors recently held a groundbreaking to begin construction of the new 40,000-square-foot facility located in Sturtevant’s Renaissance Park.

Thomas Still has been selected at the new president of the Wisconsin Technology Council. Still, currently associate editor of the Wisconsin State Journal, will fill the vacancy created by Larry Kline's departure this past spring.

A wake-up call. That's what the final report of the Lincoln Technology Council said the city received after learning one of its top employers was expanding its operations in a nearby city instead of Lincoln because of perceived weaknesses in Lincoln's telecommunications infrastructure.

The Wisconsin Legislature presently faces two bills which could greatly boost venture capital funds in the state. 

The Wisconsin Venture Network (WVN) in Milwaukee has folded into the Wisconsin Innovation Network (WIN) Foundation in Madison, and the combined WIN entity has become a subsidiary of the Wisconsin Technology Council.

The University of Nebraska Technology Park has named Steve Frayser as president.

As trends in federal funding priorities shift from domestic R&D to defense-related R&D, universities are scrambling to get their piece of the pie. The president's fiscal year 2006 budget request for the Department of Homeland Security (DHS) includes increased funding of 6.6 percent over the fiscal year 2005 appropriation (see the Feb. 14 issue of the Digest).

Craig Heim was named licensing manager for start-up companies at the Wisconsin Alumni Research Foundation.
