George Swift is the first executive director for the new Southwest Louisiana Partnership for Economic Development.

As promised in her 2004 State of the State Address, Gov. Ruth Ann Minner released a New Economy Initiative last week that includes several new elements to encourage economic growth in Delaware. The $34 million package is expected to generate at least $16 million more in federal and private match. Many of the elements of the plan were recommended by the governor's Strategic Economic Council.

Tech-based economic development remains high on the agendas of the most of the governors who gave State of the State or Budget Addresses this week. Selected excerpts are provided below:

To promote biotech in Baton Rouge, a new study sponsored by Capital Region Competitive Strategy (CapStrategy) recommends constructing an "idea pipeline" to better commercialize the intellectual property and research generated in the region's universities, hospitals and research institutes. CapStrategy, a nonprofit, cluster-based economic development initiative, operates under the Chamber of Greater Baton Rouge and represents nine parishes in the region.

For many states facing a challenging budget year, level funding for science and technology is welcome news to the tech-based economic development (TBED) community. With the passage of the American Recovery and Reinvestment Act earlier this year, governors are seeking solutions to stimulate their respective states' economies through new and expanded programs within specific priority areas.

Gov. Jim Douglas plans to merge the Vermont Departments of Economic Development and Housing and Community Affairs.

Eleven gubernatorial elections were held across the U.S. on Tuesday, resulting in the selection of three new governors - with TBED initiatives spread throughout their campaigns' messages.

The Louisiana State Legislature recently approved several bills as part of a comprehensive package designed to revamp the state’s workforce development programs to focus on job training in emerging industries to ensure these fields have a highly qualified labor pool in the coming years.

Louisiana Department of Economic Development announced Robert Fudickar will be the technology industry director for the state agency.

The year-long battle between Lafayette Utilities System (LUS) and competitors BellSouth Louisiana and Cox Communications over the utility company's proposed Fiber for the Future project came to an end last month when voters approved the $125 million fiber optics plan by a vote of 62 percent to 38 percent.

Recognizing the value in supporting companies that innovate to create high-quality jobs, governors in New Jersey and Louisiana recently outlined proposals to enhance tax incentives for R&D, technology commercialization, and transferable tax certificates during the upcoming legislative sessions. In New Jersey, Gov. Chris Christie proposed increasing the R&D tax credit to 100 percent and restoring full funding for the Technology Business Tax Certificate Transfer program as part of his FY12 budget recommendations. One is a proposed tech corridor focused on energy and environment in southeastern Louisiana and the other is being called a "knowledge district" meant to capitalize on the life sciences sector in Providence, but both have the same goal: growing high-tech industry sectors and creating high-wage jobs. Though the concept has been around for decades and is successful in many areas of the country, some states and regions are just now finding their niche and gaining support to establish tech hubs.

At the close of the 2011 legislative session in Louisiana last week, lawmakers approved three measures to encourage investment in high-tech economic endeavors. This includes renewing and enhancing the R&D tax credit and the Technology Commercialization credit and reinstating an angel investor tax credit for investment in emerging startups.

Lawmakers in several states wrapped up their 2011 sessions in time for the new fiscal year, which begins on July 1 for most states, allocating funds and passing bills in support of tech-based economic development. Read more...

Spending time at a technology or business incubator may be the key to learning about entrepreneurship. Some universities, seeking to ramp up entrepreneurship programs, are turning to incubators as real-world teachers.

In what is considered typical for an odd-numbered year, only 34 questions have been certified in nine statewide ballots this election year. Some of those measures include redirecting funds to support higher education, revenue enhancements for states, and repealing legislation that limits collective bargaining for public employees.

The Idaho Department of Commerce has named Gynii Gilliam as its new chief economic development officer. Gilliam brings more than 20 years of experience to the position. Most recently, she served as executive director of Bannock Development Corporation.

David Kerr, director of the Missouri Department of Economic Development, will step down from the position Dec. 31.

Joining a growing number of states investing in clean energy to promote economic growth and remain competitive, Delaware Gov. Jack Markell signed into law four renewable energy bills that he says will create new jobs by fostering the expansion of renewable energy industries such as wind and solar. Expanding the state's Renewable Portfolio Standard (RPS) and updating the Green Energy Fund to address a backlog in recipients waiting for grant dollars are among the new laws in the Clean Energy Jobs Package detailed below.

Want to participate in a new concept in innovation clusters? The Southern Advanced Materials in Transportation Alliance (SAMTA) is a regional innovation cluster that promotes the research, commercialization, and production of new and specialized materials important to the automotive and aerospace industries. Although traditional clusters are based on geographic concentration, SAMTA will use telecommunications networks to minimize geographic distance and facilitate the industry network. The Economic Development Administration has provided seed funding for this project.

Ray Gilley resigned as chief executive of the Metro Orlando Economic Development Commission after nine years on the job. Gilley was responsible for helping lure the Sanford-Burnham Medical Research Institute to Central Florida.

Peter Ginsberg joined the North Carolina Biotechnology Center as vice president of Business & Technology Development.

The Baton Rouge Area Chamber seeks an executive director for its Regional Innovation Organization (RIO). The desired candidate will be a dynamic, visionary, and entrepreneurial leader who will launch a new regional acceleration entity that will lead entrepreneurial development in the Baton Rouge area. The individual will have direct responsibility for developing programming and capacity to support best-in-class business acceleration services that prepare companies for rapid growth in the region.

Maine Governor Paul LePage named Phillip Congdon as the new commissioner of the Department of Economic and Community Development. Cogndon is a licensed professional engineer who spent more than 20 years with Texas Instruments in Dallas. He replaces Acting Commissioner Thaxter Trafton.
