Concerned that it currently lacks the “critical mass” required to be a leader in biotechnology, the Michigan Economic Development Corporation (MEDC) has prepared the Michigan Life Sciences Strategy, which outlines a plan to develop its universities, industries, and infrastructure to nurture biotechnology entrepreneurship over the next decade. 

Oklahomans need “to make fundamental changes in the way we see ourselves and the way we do things...to prevent us from slipping farther and farther behind, languishing on the sidelines of the New Economy,” according to a 14-member committee of public and private sector leaders. 

Delaware increased its commitment to technology businesses recently with two new initiatives: the creation of the Delaware Biotechnology Institute and the passage of a state research and development tax credit.

Delaware Biotechnology Institute

The new Michigan Economic Development Corporation has released its strategic plan to increase the growth of technology-related jobs in the state. The report, State Smart: Michigan, outlines more than $6 million in new initiatives and several tax incentives to encourage technology-based growth in three key industry sectors: life sciences, information technology and advanced manufacturing.

The plan's initiatives are divided among three categories:

In what could be the beginning of a new trend in state economic development incentive/inducements, bills receiving bi-partisan support in the Michigan and Delaware state legislatures would address businesses= needs for more technically skilled workers by having the states pick up the students' tab for community college tuition and technical training.

The Oklahoma Center for the Advancement of Science and Technology (OCAST) is seeking a chief executive officer. OCAST's statutory mandate is to contribute to the public policy goals of expanding and diversifying Oklahoma=s economy, providing new and higher quality jobs to improve Oklahoma's per capita income and encouraging the development of new products, new processes, and whole new industries in Oklahoma. Michigan Governor John Engler has signed an Executive Order reorganizing the state's economic development and workforce development functions. The reorganization, which was unveiled by the Governor in his State of the State address, permits the formation of a new Michigan Economic Development Corporation (MEDC) in partnership with local governments.

The Michigan Legislative Service Bureau has an opening for a Science Research Analyst. Duties include researching scientific and technical topics of interest to the Michigan legislature and analyzing the technical accuracy of legislation. Two of the state-wide issues Oklahomans will decide on November 3 would allow major changes in the way the state conducts technology transfer activities. The purpose of the initiatives is to promote the commercialization of university research and support university innovation.

Sue Rhoades, formerly of Delaware, has taken a new position with Pennsylvania's Ben Franklin Partnership as State Coordinator. She will be working with the four regional Ben Franklin Technology Centers on a variety of statewide collaborative and strategic initiatives. The Delaware Economic Development Office (DEDO) is seeking a Manager of Technology Programs to fill Sue’s position. The DEDO is the state agency responsible for economic development in Delaware.

NGA Leadership --- At its 1998 Annual Meeting in Milwaukee,  the National Governor’s Association (NGA) named its new leadership to steer the initiatives and agenda for the association.Delaware Governor THOMAS R. CARPER was named NGA’s chairman, and Utah Governor MICHAEL O. LEAVITT vice chairman. The positions are for a term of one year.

With the establishment of a $1 million trust fund to serve as seed money, the new Oklahoma Institute of Technology intends to position the state as a national leader in information technology, engineering, and biotechnology. Governor Frank Keating signed Senate Bill 694 into law June 8, creating the public-private collaboration. Tulsa World news reports indicate supporters of the institute anticipate raising a $100 million endowment for the project and securing additional state support.

It only seems natural that SSTI celebrate a decade of convening the premiere professional development event for the nation's tech-based economic development community in a state that, for nearly 20 years, has been a pioneer for innovative approaches to transform regional economies — Oklahoma. SSTI's 10th annual conference and pre-conference intensive workshops will be held at the Cox Convention Center in Oklahoma City on Oct. 31-Nov. 2.

During the first days of March, Michigan Governor John Engler announced the implementation of two programs through the Michigan Virtual University to integrate information technology into the state’s education system.



Laptops for Teachers

The Delaware Economic Development Office recently announced the selection of two new Advanced Technology Centers (ATC). The Centers will focus on semiconductors and advanced optics.

The Centers are public/private partnerships designed to bolster Delaware's technology base and to create and retain quality high-tech jobs. The State of Delaware is investing $4 million over three years in these two Centers through grants from the 21st Century Fund.

The Oklahoma Center for the Advancement of Science and Technology (OCAST) is creating the Oklahoma Technology Commercialization Center. The Center will help technology-based firms assess their commercialization needs, guide them through the commercialization process, and link them to a network of technology sources and commercialization assistance services.

Ohio Governor George V. Voinovich, began his term as the National Governors' Association (NGA) Chairman at the association's annual meeting in Las Vegas this week. He succeeded Nevada Governor Bill Miller.

Governor Tom Carper, a Democrat from Delaware, has been chosen as the Association's Vice-Chairman. Governor Carper will become Chairman of NGA next summer when Governor Voinovich's term expires.
