Nearly $300 Million Tagged for TBED
It took moving into a special session and negotiating a late deal between lawmakers and Gov. Brad Henry last week for the Oklahoma legislature to pass several bills related to the state's budget for fiscal year 2007, which begins this weekend.

The State of Delaware has selected its first three Advanced Technology Centers (ATCs), public/private partnerships designed to bolster the state's technology base and to create and retain quality high-tech jobs. The centers will receive $2.31 million from the state's 21st Century Fund for their first year of operation and are eligible for two more years of state funding given satisfactory performance.

With preparations for SSTI's 10th Annual Conference in Oklahoma City on Oct. 31-Nov. 2 well underway, we have received many questions from local, regional and state organizations wanting to host the premier event for the tech-based economic development (TBED) profession in 2007. Because of the increased interest, SSTI has bumped up its schedule for selecting the 2007 site. We are accepting nominations of host organizations and locations for SSTI's 11th Annual Conference until July 30, 2006.

Delaware increased its commitment to technology businesses recently with two new initiatives: the creation of the Delaware Biotechnology Institute and the passage of a state research and development tax credit.

In what could be the beginning of a new trend in state economic development incentive/inducements, bills receiving bi-partisan support in the Michigan and Delaware state legislatures would address businesses= needs for more technically skilled workers by having the states pick up the students' tab for community college tuition and technical training.

The Oklahoma Center for the Advancement of Science and Technology (OCAST) is seeking a chief executive officer. OCAST's statutory mandate is to contribute to the public policy goals of expanding and diversifying Oklahoma=s economy, providing new and higher quality jobs to improve Oklahoma's per capita income and encouraging the development of new products, new processes, and whole new industries in Oklahoma. In a period of tightening budgets, it is important for stakeholders to know that the investments they are making in tech-based economic development are yielding positive economic results - and returning revenue to the state. Recent impact assessments to examine comprehensive TBED programs in three states show how smart these investments have been. More telling, different evaluation models were used in all three states and they each reached similar conclusions: strategic TBED investments can stimulate economic growth.

The Idaho Department of Commerce has named Gynii Gilliam as its new chief economic development officer. Gilliam brings more than 20 years of experience to the position. Most recently, she served as executive director of Bannock Development Corporation.

Mississippi, Oklahoma and Washington have released state-specific strategic plans that make those tough decisions by focusing their resources on key science & technology (S&T) areas to address the economic impacts of the Great Recession and position the state for future prosperity.

The Information Technology and Innovation Foundation (ITIF) released the sixth edition of its bi-annual State New Economy Index last month. The report uses 26 indicators to assess the progress states have made adjusting to the realities of the innovation economy.
