It won’t come to any surprise to Digest readers that there’s a connection between universities and economic prosperity. In addition to educating students and advancing science and technological innovation, the localized economic impact of institutions, alone, provides a buffer to economic swings for many mid-sized and smaller cities and college towns. How best to incorporate universities into regional tech-based economic development strategies without compromising core missions is an art not every community has mastered.

In his recent combined State of the State and budget address on March 7, Illinois Gov. Rod Blagojevich proposed the formation of the Illinois Community Assets Fund (ICAF), a $100 million venture designed to increase access to capital and financing to economically distressed communities and populations that have had inadequate access to mainstream capital markets within the state. The assets of ICAF would be contained within the State Treasury, and the Illinois Department of Commerce and Economic Opportunity (DCEO) would administer the fund.

Recently, Enterprise Florida Inc. and the Minnesota Department of Employment and Economic Development joined SSTI as state sponsors. Most of the nation's governors use the winter months to publicly lay out their agendas, visions and budget requests for the coming year. The text of State of the State Addresses, Budget Messages and, to a lesser extent, Inaugural Addresses, often reveals each governor's legislative priorities and new initiatives to be pursued over the coming months.

The Advanced Technology Program (ATP) within the National Institute of Standards and Technology is accepting applications for three leadership positions: the Deputy Director for ATP, the Director of the Economic Assessment Office, and Director of Information Technology and Applications. Less than two years into his first term, Illinois Governor George Ryan has made tech-based economic development a leading priority. When Florida Gov. Jeb Bush surprised the world last October by announcing the state had landed an East Coast campus for the Scripps Research Institute, the draw from the public coffers cost was pegged at $510 million. The state was contributing $310 million and the county's share was up to $200 million for land acquisition and building construction.

Studies have shown a strong correlation between high-wage economic growth and university research activity. In an attempt to attract more bioscience firms, Florida will invest up to $1 billion of its $102 billion employee pension fund into venture capital, the State Board of Administration recently announced. In an effort to increase the economic impact of the state's university-based research, Gov. John Hoeven has included $50 million in his 2005-07 budget request to create Centers of Excellence on each of the North Dakota 's college campuses.

Michelle Bauer, executive director of the Tampa Bay Technology Forum, announced she will resign from her position in early 2005.

Gov. Charlie Crist outlined several new alternative and renewable energy initiatives aimed at diversifying the state’s economy and creating high-wage jobs in his fiscal year 2008-09 budget recommendation. Many of the new proposals would be financed by tapping into the state’s budget reserves and relying on casino and lottery revenues.
