Companies seeking venture capital investments through the Great Midwest Venture Capital Conference have until August 25 to apply for consideration. The conference, this year taking place October 30-31 in Knoxville, Tennessee, annually draws around 200 investors and other financial professionals. The tenth annual event is organized by the Indiana Business Modernization and Technology Corporation and Technology 2020, located in Oak Ridge, Tennessee. 

The United States Innovation Partnership (USIP) reported on a recent roundtable discussion on the 21st Century Economy. The topic of the discussion was the role of states in science and technology. The roundtable highlighted "best practices" in technology-based economic development in five states (Oklahoma, Kansas, Indiana, Utah, and Pennsylvania).

Indiana 

The Indiana legislature approved a $50 million appropriation over the next biennium for Indiana's 21st Century Research and Technology Fund. The program supports the development and commercialization of advanced technology. Created in 1999 (see related 9/10/99 Digest story), the fund received $50 million in the 2000-2001 biennium. 

Long-held opinions are hard to change. The state of the US manufacturing sector is a good example. Many people, particularly those in the Northeast and Midwest, hold tightly to memories of mass layoffs and factory closings nearly 20 years ago.

On Wednesday, South Carolina Governor Jim Hodges announced the appointment of a 38-member Steering Committee of the Technology Transition Team. The group, chaired by the president of the South Carolina operations of BellSouth, consists of business leaders, technology entrepreneurs, financial executives, research university leaders, and government representatives. The Vermont Economic Progress Council has named Fred Kenney as Executive Director. VEPC is the nine-member panel established in 1994 with members appointed by the Governor to provide long-term economic policy planning. In 1998 it was given the responsibility of implementing the Economic Advancement Tax Incentives Act and reviewing applications for tax incentives.

Dr. Paul Hale has been named the Executive Director of the Vermont Technology Council. Among other tasks, Dr. Hale is working on the state’s EPSCoT award in cooperation with the Vermont EPSCoR Program.

The Florida legislature recently approved legislation creating the Florida Space Research Institute (FSRI), an independent, industry-led organization designed to coordinate the space-related research capabilities of several public and private universities. FSRI will strive to expand the universities’ involvement in space research and education, and to insure that state academic resources are available to support the space-related needs of industry, NASA, and the military.

The Indianapolis-based Lilly Foundation is providing nearly $60 million in two grants to help make Indiana more competitive for technology research and education and high-tech business development. The grants were made to Indiana University and the Rose-Hulman Institute of Technology.

Last week, Indiana Governor Frank O'Bannon named the Board of Directors to oversee the design and administration of the new 21st Century Research & Technology Fund. By law, the Lieutenant Governor serves as chairman for the board.

Brent Gregory has announced his resignation as Vice President for Technology Development with Enterprise Florida to accept a position in the private sector.
