Companies seeking venture capital investments through the Great Midwest Venture Capital Conference have until August 25 to apply for consideration. The conference, this year taking place October 30-31 in Knoxville, Tennessee, annually draws around 200 investors and other financial professionals. The tenth annual event is organized by the Indiana Business Modernization and Technology Corporation and Technology 2020, located in Oak Ridge, Tennessee. 

A call for action for states from the Northwest region was the result of Linking Regional Resources, a conference of approximately 150 business, government, national laboratory, and university representatives held in Seattle.

Washington's technology boom hasn't been enjoyed equally by most communities outside of the Seattle or Spokane urban areas. Two laws recently passed by the Washington legislature are intended to provide tax credits, infrastructure financing, and other incentives to spread the economic benefits of technology into the state's most rural counties.

The United States Innovation Partnership (USIP) reported on a recent roundtable discussion on the 21st Century Economy. The topic of the discussion was the role of states in science and technology. The roundtable highlighted "best practices" in technology-based economic development in five states (Oklahoma, Kansas, Indiana, Utah, and Pennsylvania).

The 1998 annual report of the Indiana Business Modernization and Technology Corporation (BMT) addresses various changes encountered by the organization this year.

Washington has the second highest employment growth rate in the U.S., according to the 2001 Index of Innovation and Technology for Washington — a report released by the Washington Technology Center. The state's 33 percent increase in employment growth rate over the last five years allowed it to move up four positions, second only to Utah. 

Indiana 

The Indiana legislature approved a $50 million appropriation over the next biennium for Indiana's 21st Century Research and Technology Fund. The program supports the development and commercialization of advanced technology. Created in 1999 (see related 9/10/99 Digest story), the fund received $50 million in the 2000-2001 biennium. 

On Wednesday, South Carolina Governor Jim Hodges announced the appointment of a 38-member Steering Committee of the Technology Transition Team. The group, chaired by the president of the South Carolina operations of BellSouth, consists of business leaders, technology entrepreneurs, financial executives, research university leaders, and government representatives. While venture capital is harder to come by these days in most parts of the country due to the dot-com crash and stock market declines, investment capital may flow more easily in two southern states based on two initiatives.



Florida: $450 Million for CAPCOs Considered

Growing and keeping an educated workforce, one ready to help build a technology-based economy, is one of the greatest challenges even the most high-tech areas. The problem can be quite severe. For example, a new statewide survey of Florida college students, conducted by Leadership Florida and Nova Southeastern University, revealed that only 48 percent of the students plan to remain in Florida after graduation.

Dr. Robert Center has retired. Dr. Center was the executive director of the Washington Technology Center.

The Alliance for Manufacturing Excellence (AME), a non-profit start-up organization, seeks an Executive Director to build and operate a successful manufacturing services organization. The Executive Director will guide AME in its mission of assisting smaller manufacturers to adopt more advanced manufacturing technologies and management techniques.

The Florida legislature recently approved legislation creating the Florida Space Research Institute (FSRI), an independent, industry-led organization designed to coordinate the space-related research capabilities of several public and private universities. FSRI will strive to expand the universities’ involvement in space research and education, and to insure that state academic resources are available to support the space-related needs of industry, NASA, and the military.

The Indianapolis-based Lilly Foundation is providing nearly $60 million in two grants to help make Indiana more competitive for technology research and education and high-tech business development. The grants were made to Indiana University and the Rose-Hulman Institute of Technology.

Chris Hedrick has announced his resignation as the Executive Science & Technology Policy Advisor in the Washington Governor’s Office to join an Internet education company.
