Louis Soares, project manager for workforce development at the Rhode Island Technology Council (RITEC), is leaving to accept a fellowship at the JFK School of Government at Harvard University.

The Center for Economic Forecasting and Analysis at Florida State University has completed a New Economy index for Tallahassee, showing how the Florida capital compares with 66 MSAs and, in a second analysis, a comparison of 20 Florida MSAs. Tallahassee ranks 11th among all MSAs assessed, a finding the authors suggest confirms "the city's economy has a number of very strong advantages."

Florida's High Tech Corridor and LaGrange, Georgia, have been named two of the world's top seven "intelligent" communities in a recent report by the Intelligent Community Forum (ICF), a project of the New York-based telecommunication group World Teleport Association.

Enterprise Florida has named Darrell Kelley as its new president and chief executive officer effective August 5. Kelley currently is the president of the defense-related technology incubator, MILCOM Technologies.

Senate Bill 1844, signed by Governor Jeb Bush this week, provides $30 million to create Centers of Excellence and includes several other key elements of the Florida Technology Development Initiative, proposed by Governor Bush in his State of the State speech this year.

To help build the state's technology sectors, Governor Jeb Bush and the State Board of Education have selected Florida's first three Centers of Excellence. The Centers are designed to foster innovative, cutting-edge technology research at Florida’s colleges and universities, develop commercially viable applications for that research, and recruit high-tech industries and thinkers to the state.

The three projects are:

Ed Linsenmeyer, with the Naval Surface Warfare Center, has been elected to serve as the Chair of the Federal Laboratories Consortium for Technology Transfer at the FLC's recent annual meeting. Larry Dickens, with the Oak Ridge National Laboratory, was elected Vice Chair.

Florida Incubators Form Alliance to Expand Services

The Institute for Government Innovations has announced it is accepting applications for the 17th Annual Innovations in American Government Awards, ultimately to identify outstanding examples of creative problem solving in the public sector.

Most practitioners who have been in the tech-based economic development field long enough know the presence of a strong research university can make the job much easier. New innovations and technologies to commercialize through licensing and spinoff companies, research facilities and experts to partner with local companies, and a constant supply of fresh graduates for the workforce are just a few of the benefits a research institution can offer the local and regional economy.

A recent study by the Council for Education Policy, Research and Improvement finds that State University System Centers and Institutes (C&Is) in Florida are cost-effective and creative settings for scientific discovery, technological innovation, policy development, teaching and instruction and public outreach activities.

Rick Kovar, executive director of the Rhode Island Technology Council for the past two years, resigned from his position. The 242-member Council is beginning the search for a new director.

In his fourth State of the State Address, Governor Jeb Bush outlined a new $100 million university-based initiative focused on nanotechnology and biotechnology.

Health Reseach Inc., a branch of the New York State Department of Health, is looking to move its Pharmacogenomics Institute to a vacant laboratory in Rensselaer Technology Park, according to a recent article published in the Times Union. The 25,000-square-foot building that housed the Virogenics Corp., a vaccine-research company that left in 2000, has not been officially purchased. The state expects to lease the site when the Rensselaer County Industrial Development Agency closes on the purchase.

University of Buffalo Entrepreneurial Awards 

An in-depth look at the one-year success of a student company to win last year's first Panasci Entrepreneurial Awards at the University of Buffalo recently was highlighted in the Buffalo News. 

"If technology is at the core of the Innovation Economy, then investment in research and development is one of the principal drivers in the creation of that technology."

Massachusetts Gov. Mitt Romney promoted Renee Fry to serve as director of the Department of Business and Technology, the state agency tasked with retaining and attracting jobs and steering economic policy throughout the Commonwealth.

Sometimes a little money is all that may be required to discover that an innovation in the lab is worth millions in the marketplace. At least that's the goal of a small grant program launched this afternoon by the Massachusetts Technology Transfer Center (MTTC). The MTTC Tech Commercialization Awards will provide $5,000 mini-grants for technology assessments and investigations by academic and industrial researchers within the Commonwealth.

Many communities around the country have established authorities to oversee the real estate, infrastructure and management issues of their technology parks. Few of those authorities, however, provide direct grants to support industry-university R&D or commercialization projects. This more proactive approach to growing future tenants is the thinking behind a pilot program created last year for the Leon County Research and Development Authority (LCRDA) in Tallahassee.

Metro Orlando Economic Development Commission has named Mike Bobroff as its chief operating officer. Bobroff is also the commission's executive vice president.
