To fulfill a goal within the state's 2010 Initiative of becoming a recognized leader in research and technology development, the South Dakota Department of Tourism and State Development will operate an Office of Commercialization under the direction of Mel Ustad, current Interim Vice President for Research at the University of South Dakota.

In an attempt to attract more bioscience firms, Florida will invest up to $1 billion of its $102 billion employee pension fund into venture capital, the State Board of Administration recently announced. The 2010 Initiative, an economic stimulus plan introduced last fall, outlines a series of goals for growth in South Dakota by the year 2010 (see the Oct. 31, 2003, issue of the Digest).

Location-based tax incentives to encourage the clustering of technology companies in distressed areas or around research universities has grown in popularity since Michigan's smart zones were created several years ago.
