SSTI continues to review state budget proposals as they are released, combing through them for TBED-related initiatives. This week, education and research and development programs are revealed as we examine the budget proposals from governors in Ohio, Tennessee and Texas.

As evidenced in the recent presidential debates and on the campaign trails, STEM teaching and learning is a national priority for maintaining global competiveness. Several universities and foundations have taken the lead, working with partners to design innovative learning tools and create research-based, professional development support for new math and science teachers.

Ahead of the 2013 legislative sessions, groups in Florida and Wisconsin unveiled reports on revamping higher education to better fulfill workforce needs and strengthening sectors most likely to produce jobs. In Florida, Gov. Rick Scott's Blue Ribbon Task Force on Higher Education urged differentiated tuition making it more affordable for students to pursue in-demand careers.

Mark Kvamme has resigned from JobsOhio effective Nov. 1. He is succeeded as president and CIO by John Minor, formerly the managing director at JobsOhio.

During the campaign trail and in speeches delivered during their first few weeks in office, governors in Florida and Nevada announced plans to overhaul economic development efforts without providing many details on how the new systems would operate. Draft legislation recently was introduced in the respective states, providing some insight on the structure and governance of the proposed agencies.

Akron Mayor Don Plusquellic announced the plans to form the "Akron Development Corporation Seed Fund" in his State of the City address on Tuesday. Recent announcements of new and emerging technology incubators range from Google's selection of Cape Town, South Africa to launch a pilot incubator supporting technology entrepreneurs that it hopes to replicate globally to Alabama Gov. Proposals that promise job creation and economic growth have taken center stage in several state legislatures. Lawmakers who recognize the importance of R&D, tech commercialization, access to risk capital, and investment in higher education are fighting for passage of TBED-focused bills in the final months of their states' 2011 legislative sessions.

Tom Thornton, president and CEO of the Kansas Bioscience Authority, submitted his letter of resignation to the board effective immediately. David Vranicar, president of the authority's Heartland BioVentures division, was named interim president and CEO.

Eager to attract investment and spur startup activity, city and state officials launched entrepreneurship programs, high-tech R&D centers, and sector-specific facilities as part of the innovation hub trend in 2013.

The winding down of the space shuttle program in Florida’s Space Coast by the Obama administration in 2010 spurred a transition in NASA’s areas of focus, including an increased emphasis on commercializing technologies and industry partnerships. NASA recently announced several new initiatives with tech firms, universities, and state agencies geared toward investing in cutting-edge research and technology and developing an educated workforce.

Oklahoma Gov. Mary Fallin announced that Jonna Kirschner, executive director of the Oklahoma Commerce Department, will serve on a transition team to establish a new workers’ compensation system. Vaughn Clark , the Commerce Department’s director of community development, was named as interim executive director.

President Obama launched the Advanced Manufacturing Partnership Steering Committee “2.0.” Former SSTI board member Luis Proenza, president of The University of Akron is part of the steering committee chaired by Andrew Liveris, president, chairman, and CEO of the Dow Chemical Company, and Rafael Reif, president of the Massachusetts Institute of Technology.

University-focused initiatives that help bring new technologies and products to market help drive regional economic development and encourage an entrepreneurial culture on campuses. SSTI’s latest Trends in TBED report featured a number of commercialization efforts launched in 2013, including university-based funds to support ideas from faculty, staff and alumni. So far, 2014 also has proven active in this area with the announcement of several new initiatives to support university technology startups.

Florida Gov. Rick Scott recently provided details on his $80 million plan to bolster cancer research and treatment in the state. Of that amount, $60 million would be aimed at building a statewide network of federally designated National Cancer Institute centers, while the remaining $20 million would support peer-reviewed research grants. Currently, Florida only has one National Cancer Institute center, the Moffitt Cancer Center in Tampa. Gov. Scott’s effort would help centers in Orlando, Miami and possibly other parts of the state, upgrade their programs to pursue the designation.

Tom Walker is departing i2E to join TechColumbus as CEO. Walker, a founding member of i2E, has served the private nonprofit for 14 years. Walker replaces Tim Haynes, who has been serving as interim CEO.

Mark Herzog will step down as executive director of the Virginia Biotechnology Association on June 1. Herzog will serve as senior vice president for corporate and government affairs at Health Diagnostic Laboratory, a Richmond-based company that conducts clinical tests.

Northeast Ohio's Lorain County Community College (LCCC) plans to bring its unique approach to entrepreneur assistance to other parts of the country with support from the Kauffman Foundation. On Thursday, LCCC announced a $1 million grant from Kauffman would help establish pilot versions of the community college's Innovation Fund in three U.S. communities. The current Innovation Fund provides entrepreneurship education, mentoring and early stage funding for the region's startups.

A new report from the Ohio Board of Regents proposes a statewide commercialization ecosystem to create jobs, promote economic growth and increase wealth in the state. According to the report, recent research suggesting that, when compared to other states, Ohio lags behind in the commercialization of technology.
