Jay F. Honeycutt, the director of NASA's Kennedy Space Center (KSC), has announced his plans to retire from NASA in early 1997. He became director in 1995.

Last month, Governor George W. Bush issued an Executive Order that created the Texas Science and Technology Council. The mission of the 21 member board is to "research, develop, and report to the Governor the means available to the State of Texas to become the national leader in science and technology cooperation, development, and research."

The South Florida Manufacturing Technology Center (SFMTC), a regional office of the Florida Manufacturing Extension Partnership, is currently seeking a Director. SFMTC is located in Pompano Beach, Florida and serves seven counties along Florida's southeast coast: Broward, Dade, Martin, Monroe, Okeechobee, Palm Beach, and St. Lucie.

The Florida Manufacturing Extension Partnership (FMEP) is seeking a Director who possesses the skills that are needed for the corporation to excel. The applicant should be an innovator and entrepreneur as well as a leader and a team builder with excellent communication skills.

Jim Aanstoos is the new economic development director for the city of San Marcos, Texas.

John Adams, director of the Laredo Development Foundation, will become the new director of Enterprise Florida.

The San Antonio Technology Accelerator Initiative (SATAI) announced that James Poage is SATAI's new president and CEO. Poage replaces Randy Goldsmith, who continues as a director.

Darrell Kelley, CEO of Enterprise Florida for the past three years, will retire on Aug. 1.

Randy Goldsmith resigned his position as president and CEO of the San Antonio Technology Accelerator Initiative (SATAI) Network to become assistant vice president of tech transfer and economic development at the University of Texas at San Antonio. SATAI is currently accepting applications to fill the vacancy (see item below).

Jeff Moseley will replace Jim Kollaer as president and CEO of the Greater Houston Partnership.

The San Antonio Technology Accelerator Initiative (SATAI) Network, a nonprofit organization, is accepting applications from qualified candidates to fill the position of President and CEO. The SATAI Network seeks someone with strong leadership and team-building skills, as well as experience in linking venture capital to venture creation and cultivating an environment and resources for start-up enterprises.

The Texas Legislature recently approved $100 million of the original $300 million requested by Gov. Rick Perry for the Emerging Technologies Fund (ETF). Another $100 million is expected to be available from the state's rainy day fund if revenues exceed forecasts.

Gov. Charlie Crist outlined several new alternative and renewable energy initiatives aimed at diversifying the state’s economy and creating high-wage jobs in his fiscal year 2008-09 budget recommendation. Many of the new proposals would be financed by tapping into the state’s budget reserves and relying on casino and lottery revenues.

Gov. Rick Perry is asking the Texas Legislature to appropriate $300 million for a new program designed to foster emerging technologies, enhance university-industry collaboration, and promote technology commercialization. If approved, the multi-faceted effort would be the most aggressive tech-based economic development initiative in the state's history.

When Florida Gov. Jeb Bush surprised the world last October by announcing the state had landed an East Coast campus for the Scripps Research Institute, the draw from the public coffers cost was pegged at $510 million. The state was contributing $310 million and the county's share was up to $200 million for land acquisition and building construction.

With only two months to go in the 2004 fiscal year for most states, 32 are projecting small surpluses in the end - a sharp contrast to the situation they faced a year ago - according to a new report by the National Conference of State Legislatures (NCSL).

Examination of nearly every strong regional technology center across the country will reveal at least one research university within its boundaries. As a result, many state and local technology-based economic development (TBED) efforts strive to increase the quantity and quality of university R&D undertaken within their boundaries.
