Enterprise Florida has named Darrell Kelley as its new president and chief executive officer effective August 5. Kelley currently is the president of the defense-related technology incubator, MILCOM Technologies.

While Congress debates whether or not it should fund national programs to address the Digital Divide, many communities continue their efforts to ensure all local residents have the technology training and access needed to secure high-quality employment and attain skills through lifelong learning. The City of Seattle, through its Department of Information Technology, may offer one of the more sophisticated and successful models for approaching the issue.

Senate Bill 1844, signed by Governor Jeb Bush this week, provides $30 million to create Centers of Excellence and includes several other key elements of the Florida Technology Development Initiative, proposed by Governor Bush in his State of the State speech this year.

Florida Incubators Form Alliance to Expand Services

The past week has marked the beginning of two public initiatives in Washington State to increase the availability of financing for technology firms.

A recent study by the Council for Education Policy, Research and Improvement finds that State University System Centers and Institutes (C&Is) in Florida are cost-effective and creative settings for scientific discovery, technological innovation, policy development, teaching and instruction and public outreach activities.

Dr. Leonard Peters is the new director of the Department of Energy's Pacific Northwest National Laboratory.

Washington State still ranks first nationally in the creation of new companies, according to the third annual Index of Innovation and Technology released by the Washington Technology Center (WTC), a state-funded organization that fosters technology employment growth. The Index also shows the number of patents earned by Washington inventors increased by 11 percent from 2000 to 2001.

The availability and use of equity capital for early-stage investments varies greatly across the country. Seen as an integral component of most tech-based economic development, access to venture capital (VC) is on the agendas of several states — but several different approaches are used to address the problem. Recent announcements in four states illustrate the point:

Tight budgets are causing many state and local tech-based economic development (TBED) programs to delay new initiatives, even forcing some to scale back on the services already provided. But mottos like "getting more bang for the buck" and "doing more with less" are fast becoming tired, transparent clichés.

Manufacturers continue to shed thousands of American jobs — at a rate of 80,000 per month over the past three years, according to the New York Times. The realities of globalization are settling in as small and mid-sized manufacturers are hit hard with competition from around the world.

Blatant SSTI Conference Plug

Balancing the role of universities and colleges in economic development can be tricky, as Dr. Bok points out in his new book (see article above), but its important role in building stronger tech-based economies cannot be overstated. SSTI’s 7th annual conference, to be held in Seattle on October 21-22, presents the best opportunity of the year for developing a great understanding of the most effective ways for local and state economies to benefit from the academic research enterprise.

Two of the most critical issues in today's tech-based economic development (TBED) involve money — funding for companies and funding for TBED programs.

We recognize that SSTI's annual conference quickly has become the premier professional development event annually for the tech-based economic development field. With state revenues posting a surplus, Florida Gov. Jeb Bush used his 2006-07 budget proposal to make his largest request yet to support efforts to diversify the state's economy through technology-based economic development (TBED). In total, the budget provides $630 million for several new research-focused initiatives, business recruitment funds, and other economic development programs.

With a $310 million commitment passed by the state legislature and as much as $200 million in additional support from the county government, the California-based Scripps Research Institute has agreed to locate its first branch or satellite office in northwest Palm Beach County, Fla. In return for the financial support, Scripps is to work toward employing as many as 545 workers on the site by 2011.
