Governor Roy Barnes, FY2002 Budget Address, January 11, 2001

– new and increased funding

Companies seeking venture capital investments through the Great Midwest Venture Capital Conference have until August 25 to apply for consideration. The conference, this year taking place October 30-31 in Knoxville, Tennessee, annually draws around 200 investors and other financial professionals. The tenth annual event is organized by the Indiana Business Modernization and Technology Corporation and Technology 2020, located in Oak Ridge, Tennessee. 

The Centers for Disease Control and Prevention (CDC) requests cooperative agreement proposals to support an intervention epidemiologic research study of HIV/AIDS. The purpose of the program is to evaluate how different levels of antiretroviral therapy affect HIV-1 infection. Eligible applicants include public and private nonprofit organizations, governments, universities, research institutions, hospitals, and Indian tribal organizations. A total of $400,000 is anticipated to fund two awards.

A call for action for states from the Northwest region was the result of Linking Regional Resources, a conference of approximately 150 business, government, national laboratory, and university representatives held in Seattle.

Washington's technology boom hasn't been enjoyed equally by most communities outside of the Seattle or Spokane urban areas. Two laws recently passed by the Washington legislature are intended to provide tax credits, infrastructure financing, and other incentives to spread the economic benefits of technology into the state's most rural counties.

The United States Innovation Partnership (USIP) reported on a recent roundtable discussion on the 21st Century Economy. The topic of the discussion was the role of states in science and technology. The roundtable highlighted "best practices" in technology-based economic development in five states (Oklahoma, Kansas, Indiana, Utah, and Pennsylvania).

The 1998 annual report of the Indiana Business Modernization and Technology Corporation (BMT) addresses various changes encountered by the organization this year.

Washington has the second highest employment growth rate in the U.S., according to the 2001 Index of Innovation and Technology for Washington — a report released by the Washington Technology Center. The state's 33 percent increase in employment growth rate over the last five years allowed it to move up four positions, second only to Utah.

The Indiana legislature approved a $50 million appropriation over the next biennium for Indiana's 21st Century Research and Technology Fund. The program supports the development and commercialization of advanced technology. Created in 1999 (see related 9/10/99 Digest story), the fund received $50 million in the 2000-2001 biennium. 

Dr. Robert Center has retired. Dr. Center was the executive director of the Washington Technology Center.

Over the past six years, SSTI has dedicated a portion of the Digest to coverage on the legislative priorities of governors across the nation through the Tech Talkin' Govs series. As they say, talk is cheap. So this year, we are extending that coverage to track how the Governors' proposals fared in the respective legislative sessions.

The Alliance for Manufacturing Excellence (AME), a non-profit start-up organization, seeks an Executive Director to build and operate a successful manufacturing services organization. The Executive Director will guide AME in its mission of assisting smaller manufacturers to adopt more advanced manufacturing technologies and management techniques.

Georgia Gov. Sonny Perdue appointed Debra Lyons to lead the newly created Office of Workforce Development.

One year ago this month, in the midst of a booming economy, Georgia Governor Roy Barnes announced a new $100 million, five-year initiative to advance the state’s position in the research and production of key components of the global economy. The Yamacraw Mission, named after one of the state’s first colonial settlements, focuses on research, education, and economic development in microchip design and high-bandwidth communications.

Bill Todd, President of the Georgia Research Alliance (GRA), has announced he will leave GRA early in 2000 to join a new technology seed investment fund.
