Lonnie Emard has been named interim director of the Consortium for Enterprise Systems Management, a recently formed collaboration of business, academic and economic development organizations intended to build information technology (IT) opportunities in South Carolina.

President Obama has named Ron Bloom as the administration's senior counselor for manufacturing policy. Since, February, Bloom has been a senior adviser to Treasury Secretary Timothy Geithner, and he sits on the president's automotive industry task force.

Eric Abelquist has been named executive vice president of Oak Ridge Associated Universities and deputy director of the Oak Ridge Institute for Science and Education.

Arn Boezaart, who has been interim executive director of the Michigan Alternative and Renewable Energy Center the past six months, will take over the position permanently.

Gov. Donald Carcieri signed legislation last week expanding the Rhode Island Economic Development Corporation (EDC) board and allowing the state to offer the incoming EDC director a three-year contract that extends past the governor’s term, which ends next January. The changes are expected to boost the agency’s effectiveness and attract better candidates for the state’s top economic development position.

Missouri Small Business Technology Development Center invites applications for an associate state specialist (counselor). This position serves as a statewide specialist to provide leadership, expertise, and training to University faculty and staff, and private sector clients with SBIR/STTR.

During the upcoming legislative session in Missouri, lawmakers will consider a proposal by Gov. Jay Nixon to create a funding source aimed at attracting top scientists, commercializing research, recruiting and building science infrastructure, and creating capital programs for early-stage technology companies. The Missouri Science and Reinvestment Act (MOSIRA) would dedicate an annual portion of new tax revenues generated by biotechnology companies to a newly-created state fund administered by the Missouri Technology Corporation.

President Obama nominated Francis Collins, a physician and scientist who helped guide the Human Genome Project to completion, as the next director of the National Institutes of Health.

Over the past few months, several states have enacted spending plans for the upcoming fiscal year and passed legislation to support renewable energy initiatives and tax credits for R&D. Chris Coburn, the founding executive director of Cleveland Clinic Innovations, is leaving at the end of May to join Boston-based Partners Healthcare, the largest healthcare system in Massachusetts.

Mary Jo White has been confirmed by the Senate as the new head of the Securities and Exchange Commission.

As the 2013 legislative session draws to a close for several states, lawmakers approved measures to create new opportunities for economic growth or expand investments in programs demonstrating positive outcomes. Lawmakers in Georgia increased funding for established university-based research initiatives and set up a state-run venture capital fund to invest in innovative companies. In Virginia, a new cybersecurity accelerator will help propel technology and companies in an emerging sector.

NIST MEP has finalized cooperative agreements to create new MEP Centers in Arizona and Rhode Island. NIST is awarding $1 million to the Arizona Commerce Authority and $750,000 to the University of Rhode Island Research Foundation to serve small- and mid-sized manufacturers in their states. New nonprofit initiatives have been re-defined in Seattle and Atlanta to support their cities' startup communities. Startup Seattle and Startup Atlanta will work to serve, support, and link the regional innovation systems and startup ventures in their respective cities. Both entities previously were developed by and for the local entrepreneurial communities to support new companies but are restructuring as independent organizations.

London's Mayor Boris Johnson has announced an initiative to transform Olympic Park into a creative and digital business hub for the city. According to an article from startups.uk, the proposed redevelopment promises to boost the United Kingdom's (UK) GDP by $450 million ($692.5 million US) and create more than 6,500 new jobs.

With less money to spend on risky endeavors, many states are taking more targeted approaches toward economic development, seeking out sectors of the economy they consider most likely to grow and be sustainable beyond current conditions. In Hawaii, for example, lawmakers established an Aerospace Advisory Committee this session seeking long-term growth in aerospace-related industries.

J. Mike Books is leaving his post with the Indiana Health Industry Forum to become the first economic development director for the city of Columbia, Missouri. He also will serve as president of the Regional Economic Development Inc. Brooks will assume his new responsibilities on July 15.
