Governor Roy Barnes, FY2002 Budget Address, January 11, 2001

– new and increased funding

Western Virginia’s economy is stagnant due to a variety of factors and must get in line with the “New Economy” according to a report commissioned by the Center for Innovative Leadership in Roanoke. A second study by the Center revealed the area's residents appear willing to support activities designed to bring new business and employment to the region.

The Centers for Disease Control and Prevention (CDC) requests cooperative agreement proposals to support an intervention epidemiologic research study of HIV/AIDS. The purpose of the program is to evaluate how different levels of antiretroviral therapy affect HIV-1 infection. Eligible applicants include public and private nonprofit organizations, governments, universities, research institutions, hospitals, and Indian tribal organizations. A total of $400,000 is anticipated to fund two awards.

A call for action for states from the Northwest region was the result of Linking Regional Resources, a conference of approximately 150 business, government, national laboratory, and university representatives held in Seattle.

Washington's technology boom hasn't been enjoyed equally by most communities outside of the Seattle or Spokane urban areas. Two laws recently passed by the Washington legislature are intended to provide tax credits, infrastructure financing, and other incentives to spread the economic benefits of technology into the state's most rural counties.

Wheeling Jesuit University invites applications for the position of Chair of the Department of Business and Technology. Among the Chair's responsibilities are recruiting and retaining faculty, overseeing curriculum and budget, developing and maintaining strong ties to the business and governmental community of the Wheeling area, and articulating a vision which leads to widespread recognition of the Depart-ment as offering a premier education program. Applications will be accepted until May 10, 1999.

West Virginia University is seeking candidates to fill the newly created, high-profile position of Economic Development Director and Senior Advisor to the WVU leadership. He/she will be the primary WVU spokesperson for economic development with the mission to maximize the impact of WVU on West Virginia's economy. Review of applications will begin January 15, 1999. The Wheeling Jesuit University is seeking candidates for a combined faculty/administrative position in Entre-preneurship and Technology Management and Chair of the Department of Business and Technology. Duties include teaching, advising student, seeking grants, coordinating a new undergraduate major in Entre-preneurship and Technology Management, and arranging for student internships and faculty consulting opportunities in the entrepreneurship and technology management areas. Applications will be accepted March 15, 1999.

Washington has the second highest employment growth rate in the U.S., according to the 2001 Index of Innovation and Technology for Washington — a report released by the Washington Technology Center. The state's 33 percent increase in employment growth rate over the last five years allowed it to move up four positions, second only to Utah. 

Atlanta, Georgia

The Atlanta Journal and Constitution reported on June 20 that the 

Dr. Robert Center has retired. Dr. Center was the executive director of the Washington Technology Center.

Over the past six years, SSTI has dedicated a portion of the Digest to coverage on the legislative priorities of governors across the nation through the Tech Talkin' Govs series. As they say, talk is cheap. So this year, we are extending that coverage to track how the Governors' proposals fared in the respective legislative sessions.

The Alliance for Manufacturing Excellence (AME), a non-profit start-up organization, seeks an Executive Director to build and operate a successful manufacturing services organization. The Executive Director will guide AME in its mission of assisting smaller manufacturers to adopt more advanced manufacturing technologies and management techniques.

Georgia Gov. Sonny Perdue appointed Debra Lyons to lead the newly created Office of Workforce Development.

One year ago this month, in the midst of a booming economy, Georgia Governor Roy Barnes announced a new $100 million, five-year initiative to advance the state’s position in the research and production of key components of the global economy. The Yamacraw Mission, named after one of the state’s first colonial settlements, focuses on research, education, and economic development in microchip design and high-bandwidth communications.

Bill Todd, President of the Georgia Research Alliance (GRA), has announced he will leave GRA early in 2000 to join a new technology seed investment fund.
