South Carolina Governor David Beasley has appointed a 17-member Technology Advisory Council. The Council is to examine how South Carolina can attract technology-intensive companies, find strategies to promote high technology jobs and identify specific technologies that are important for other industries.

Hawaii's Growth Strategy Focuses on Technology, New Economy

Earlier this month, Governor Ben Cayetano released The New Millenium Growth Strategy for Hawaii's Economy, an economic development plan to improve the state's performance in a knowledge-based economy. The 90-page report, penned by the Department of Business, Economic Development and Tourism, includes several new initiatives for developing and growing technology businesses as well as strengthening existing economic development efforts.

Iowa Governor Proposes Several S&T Initiatives

Governor Tom Vilsack has unveiled a plan to enhance Iowa’s science and technology base. In his 2001 budget proposal, the governor has proposed $10 million in state funds to create Centers of Excellence in the life sciences, information solutions, and advanced manufacturing areas.

Hawaii Consolidates Technology Programs, Adds Worker Training and Offers Tax Breaks

In a move to increase Hawaii's technology standing, Governor Ben Cayetano signed legislation last week that will create several new initiatives. Most significant for S&T policy is the planned consolidation of the state's technology-related programs under a new special advisor for technology development. The specific state agencies affected by the legislation were not identified in the Technology Omnibus bill.

South Carolina Releases S&T Strategic Plan

The South Carolina Technology Advisory Council (SCTAC) has released a technology strategy for the state. Creating South Carolina's Future Through Technology: Strategies for Developing a Knowledge-Based Economy grew from a 1995 strategic plan for economic development, Approaching 2000: An Economic Development Vision for South Carolina.

Collaborative Planning Focuses Regional Development Efforts

Economic development leaders within the Cedar Rapids/Iowa City Technology Corridor have joined other areas of the U.S. in marketing the area as one unified region. Elected representatives from 10 cities and two counties located in the Cedar Rapids/Iowa City Technology Corridor recently signed a joint proclamation as a statement of support for the Corridor’s targeted industry cluster development regional efforts.

$50M Biotech Initiative Proposed for Iowa

ISU's Research Park Provides Economic Boon to Iowa

A recent study by Iowa State University researcher David Swenson suggests the ISU Research Park's substantial and diverse economic activity bolsters Iowa's economy. Focusing on current tenants, Swenson's research shows that the park links directly to almost $88 million in total industrial output. Businesses that provide goods and services to park customers and employees are said to generate an additional $46.3 million in economic activity.

SBIC Bill Could Have $200M Impact on VC Availability

U.S. Senator Olympia Snow (R-Maine) recently introduced a bill to boost the flow of venture capital to small businesses by allowing tax-exempt entities, such as pension funds and university endowment funds, to invest in Small Business Investment Companies (SBIC) without incurring unrelated business taxable income.

Women's Business Center Opens in South Carolina

The South Carolina Women's Business Center has opened its doors and already has 30 customers, the South Carolina Manufacturing Extension Partnership (SCMEP) recently announced. Headquartered in Columbia, S.C., the Women's Business Center will focus on serving only manufacturing facilities in 2003 but will add services to other types of businesses in 2004.

Hawaii Lawmakers Pass Two Bills to Encourage VC Investment

To encourage investment in high tech companies, the Hawaii Senate recently passed Senate Bill 1695, authorizing $120 million for the State Private Investment Fund (SPIF) and Senate Bill 1696 to allow fiduciaries to make equity investments.
