Hawaii Commission Recommends Greater Accountability for High-Tech Investment Tax Credit Program

A recent report from Hawaii’s Tax Review Commission recommends the state eliminate or drastically overhaul its five-year old tax credit for high-tech investors. According to the report, the current credit provides no clear advantage to the state and appears open to taxpayer abuse. The commission was particularly troubled by the lack of data provided by taxpayers who were approved for the credit and by the lack of transparency concerning the credit within the state’s Department of Taxation.

Iowa Governor Wants $50M for Advanced Manufacturing

On the heels of the release of two roadmaps calling for increased state support for advanced manufacturing and information technology (IT), Iowa Gov. Tom Vilsack announced plans to spend $50 million "to attract leading scientists to Iowa and spark new research and product development," according to the Des Moines Register.

Iowa Researcher Finds Limits to the Economic Impact of Ethanol

In recent years, Iowa, like many midwestern states, has experienced a boom in ethanol production. Iowa's natural competitive advantage in growing and processing corn has helped it to move to the forefront of the emerging biofuels industry. The state provides numerous incentives and assistance programs through its Department of Natural Resources to help spur the creation of ethanol-related companies and jobs.

Hawaii, DOE Partner toward Ambitious Clean Energy Goals

With the goals of reducing crude oil consumption by a whopping 72 percent and identifying clean energy sources to cover 70 percent of the state’s energy needs by 2030, Hawaii has signed a memorandum of understanding (MOU) with the U.S. Department of Energy (DOE) to figure out exactly how to get the job done under the Hawaii Clean Energy Initiative.

Reports Examine Two States' Experience with Economic Incentives

Incentive packages to attract companies are nothing new in economic development. In recent years, though, incentives have been used to recruit technology companies, and these incentive packages are growing in scope and complexity, with some in the hundreds of millions of dollars. Two recent reports that take a close look at experiences in North Carolina and Iowa may be of interest to communities and states using incentive packages to recruit companies to their area.

Iowa Students Head to West Lake Okoboji for Summer Entrepreneurship Studies

Summer classes, camps and special programs to stimulate and sustain K-12 students' interests in science and math will be found all across the country during the next few months. A less frequently occurring phenomenon will be taking place in the Great Lakes Region of Iowa, helping a select group of college students to combine entrepreneurship, rural economic development, and recreation.

Iowa Recommits $500M for Values Fund

After being struck down by the Iowa Supreme Court in 2004, the state legislature recently passed legislation re-creating a $500 million version of its Grow Iowa Values Fund. The bills commit $500 million over 10 years to support tech-based economic development and other economic development initiatives. Gov. Tom Vilsack signed the measures on June 10.

$120M Investment Fund Fails in Hawaii Legislature

Efforts to capitalize Hawaii's $120 million State Private Investment Fund (SPIF) collapsed Friday as a joint conference committee of the state legislature could not reconcile differences between House and Senate versions of the measure. Passage of Senate Bill 1695 was one of Gov. Linda Lingle's top economic development priorities for this legislative session.

Hawaii’s Investment in State TBED Agencies to Increase Dramatically in Proposed Budget

Hawaii Gov. Linda Lingle has submitted her budget proposal to the state legislature for the fiscal biennium 2007-09, including significant increase in the amount allocated for certain state economic development entities. The High Technology Development Corporation (HTDC), a state agency that develops and supports Hawaii’s science and technology resources, would grow from average annual expenditures of $4.2 million in the 2005-07 biennium cycle to $9.8 million in the next cycle.

High-Tech Tax Credit Bill Renewed with Minor Revisions

Amid criticism from taxpayers, legislators in Hawaii agreed to renew the widely debated bill that extends high-technology tax credit for another five years, without a provision requiring the disclosure of companies that receive the credits, the Honolulu Advertiser recently reported.

Kathy Collins has been appointed as the Wisconsin Entrepreneurs’ Network (WEN) regional director in Madison. Previously, Collins worked as the technology and financial development manager in the Commerce Division of Business Development.

Ron Cox has been appointed as the assistant dean for economic development in the engineering college at Iowa State University. He retains his current position as director of CIRAS, the Center for Industrial Research and Service.
