This is the third in a series of articles as SSTI continues its look at the prominence of tech-based economic development in the Inaugural, State of the State and Budget Addresses given by the nation's governors. Highlights from this week's speeches are provided below.

Minnesota Technology Inc. (MTI), the leading technology-based economic development organization in the state of Minnesota, is seeking a Deputy Director to serve as the right hand to the CEO. This critical position will be responsible for the following:

Amid criticism from taxpayers, legislators in Hawaii agreed to renew the widely debated bill that extends high-technology tax credit for another five years, without a provision requiring the disclosure of companies that receive the credits, the Honolulu Advertiser recently reported.

Washington State remains poised to capture more benefits from its technology-driven economy, according to the Index of Innovation and Technology released last month by the Washington Technology Center (WTC). As the state's lead organization to support science and technology, WTC publishes the Index to provide the state's decision makers with annual benchmarks for setting policy and  public investments to promote technology-based economic development.

At a time when manufacturing jobs are relenting to the pressures of an expanded service sector, foreign competition and productivity growth, the idea of economic prosperity has a renewed urgency with innovation as the greatest strength and flexibility the greatest asset, argues a new report from the Federal Reserve Bank of Cleveland.

The U.S. Department of Homeland Security (DHS) recently selected Texas A&M University and the University of Minnesota to lead the second and third Homeland Security Centers of Excellence (HS-Centers). The department anticipates providing Texas A&M University, the University of Minnesota and their partners with a total of $33 million over the course of the next three years to address security in two key agricultural sectors -- foreign animal diseases and food security.

Washington Gov. Gary Locke appointed Juli Wilkerson to serve as director of the Department of Community, Trade and Economic Development, replacing Martha Choe, who is now serving as state coordinator for the Boeing 7E7 project.

Innovations in public and private institutions could be the key to aligning governance with opportunity, according to the Center for the Study of Rural America's latest annual report.

The need for tax cuts, reduced and simplified regulations, a well-trained workforce, lower employee health care costs, and a state-sponsored industry advocate are among the top concerns shared by a core group of Minnesota manufacturers.

Study Suggests Cultural Changes in Universities Could Be Key to Promoting Greater Tech Transfer

A Visa analysis of innovation and creativity among the nation’s top 50 metro areas has Seattle ranked first in combined scoring, followed by Austin, Nashville, Minneapolis and Washington, D.C. Visa’s Innovation Index measures entrepreneurialism, community support and creativity on a per capita basis throughout the major Metropolitan Statistical Areas.

With the first round of state funding not expected until April 2008, private foundations have stepped in to provide a jumpstart for the Life Sciences Discovery Fund (LSDF). Last week, six Washington-based research teams were awarded more than $4.5 million in private funding to support projects that improve health care quality and capitalize on economic development opportunities within the state.

 

Minnesota Gov. Tim Pawlenty recently unveiled four energy initiatives to promote clean energy R&D and the use of renewable energy technologies in the state. Through a combination of executive orders and legislative proposals, the programs are intended to push Minnesota towards its goals of having 25 percent of the state’s energy come from renewable sources by 2025 and reducing the state’s greenhouse emissions 80 percent by 2050. The Washington Technology Center (WTC) is seeking an Executive Director. WTC is the state of Washington's enterprise for joint industry-university technology development partnerships. The Center supports technologies for industry application for Washington companies in the areas of advanced materials and manufacturing, biotechnology/biomedical devices, computer systems and microelectronics.

Dr. Robert Center has retired. Dr. Center was the executive director of the Washington Technology Center.

A call for action for states from the Northwest region was the result of Linking Regional Resources, a conference of approximately 150 business, government, national laboratory, and university representatives held in Seattle.

The McKnight Foundation has committed $44.5 million over ten years to support scientific research in neuroscience/memory and brain disorders.

Minnesota Technology, Inc. seeks candidates to fill the position of Technology Transfer Specialist. The incumbent will help bring Federal Technology Transfer activities to Minnesota companies by developing partnerships with federal labs, identifying opportunities for tech transfer activities in Minnesota companies, and assisting companies with the development of proposals, agreements and licenses.
