South Dakota Creates Technology Council; Proposes Scholarships

In December, Governor Bill Janklow created the South Dakota Math, Science and Technology Council to encourage more interest in math, science, and technology at all levels of education. The council's duties include: identifying major opportunities for coordinating math, science, technology and research efforts; promoting coordination of public and private initiatives in those areas; pursuing federal and private funding; and, identifying ways to create jobs in South Dakota in those areas.

Hawaii's Growth Strategy Focuses on Technology, New Economy

Earlier this month, Governor Ben Cayetano released The New Millenium Growth Strategy for Hawaii's Economy, an economic development plan to improve the state's performance in a knowledge-based economy. The 90-page report, penned by the Department of Business, Economic Development and Tourism, includes several new initiatives for developing and growing technology businesses as well as strengthening existing economic development efforts.

While many states will lay out strategic plans with quantifiable goals to measure success, South Dakota in 2003 was one of the first SSTI noticed to use a specific target for its gross state product (GSP) as one of the measures. According to the latest annual review, South Dakota officials feel they are making significant strides in its goal of adding $10 billion to its GSP by 2010.

Hawaii Consolidates Technology Programs, Adds Worker Training and Offers Tax Breaks

In a move to increase Hawaii's technology standing, Governor Ben Cayetano signed legislation last week that will create several new initiatives. Most significant for S&T policy is the planned consolidation of the state's technology-related programs under a new special advisor for technology development. The specific state agencies affected by the legislation were not identified in the Technology Omnibus bill.

To encourage investment in high tech companies, the Hawaii Senate recently passed Senate Bill 1695, authorizing $120 million for the State Private Investment Fund (SPIF) and Senate Bill 1696 to allow fiduciaries to make equity investments.

South Dakota Joins Industry Partnership for ICT Education

Gov. Mike Rounds recently announced that South Dakota will join a national partnership, led by many of the country's leading information and communication technology (ICT) companies, to improve science and technology education and the skill set of the state's high-tech workforce. The Partnership for 21st Century Skills, an ICT advocacy organization, will advise the state on designing curriculum that meets the needs of software, electronics, networking, telecommunications and Internet-based companies.
