It won’t come to any surprise to Digest readers that there’s a connection between universities and economic prosperity. In addition to educating students and advancing science and technological innovation, the localized economic impact of institutions, alone, provides a buffer to economic swings for many mid-sized and smaller cities and college towns. How best to incorporate universities into regional tech-based economic development strategies without compromising core missions is an art not every community has mastered.

In his recent combined State of the State and budget address on March 7, Illinois Gov. Rod Blagojevich proposed the formation of the Illinois Community Assets Fund (ICAF), a $100 million venture designed to increase access to capital and financing to economically distressed communities and populations that have had inadequate access to mainstream capital markets within the state. The assets of ICAF would be contained within the State Treasury, and the Illinois Department of Commerce and Economic Opportunity (DCEO) would administer the fund.

In an economy driven increasingly by computer literacy and connectivity, leading the nation in the percentage of households not connected to the Internet is a distinction many in the South are working to eliminate. One South, Digitally Divided, the second annual TelecomSouth conference of the Southern Technology Council (STC), and its accompanying report Creating the CyberSouth are efforts in that direction.

The Advanced Technology Program (ATP) within the National Institute of Standards and Technology is accepting applications for three leadership positions: the Deputy Director for ATP, the Director of the Economic Assessment Office, and Director of Information Technology and Applications. Less than two years into his first term, Illinois Governor George Ryan has made tech-based economic development a leading priority. Southern states may have a justifiable reason to be proud of their progress in technology and innovation, but their leaders should be concerned with the lack of investment in venture capital and industrial research and development (R&D), suggests a report released last month by Southern Growth Policies Board and the Southern Technology Council (STC).

A recent study completed for Iowa calls for continued investment in the biosciences - a 10-year, $302 million plan - to grow the industry and to create new job opportunities for the state.

Each year, Southern Growth Policies Board honors Southern initiatives that are improving the quality of life in the region through its Innovator Awards. The Awards are presented annually to one organization in each of Southern Growth’s member states ­ Alabama, Arkansas, Georgia, Kentucky, Louisiana, Mississippi, Missouri, North Carolina, Oklahoma, South Carolina, Tennessee, Virginia and West Virginia.

The Illinois 1997 High Tech Yearbook is a first-ever annual report documenting the people, organizations and infrastructure driving the high technology industry in Illinois. The report was recently released by the Illinois Coalition and KPMG Peat Marwick, in cooperation with the State of Illinois and the City of Chicago.

The Yearbook is the latest addition to a growing number of states or regions that are developing technology indexes.

The Rural Policy Research Institute, a consortium of Iowa State University, the University of Missouri, and the University of Nebraska, has published a Directory of State Assisted Venture Capital Programs on-line.

Two venture capital associations and the Southern Technology Council are offering free electronic newsletters to the general public that may be of interest to SSTI Weekly Digest readers. Occasionally stories offered in these publications overlap with Digest articles, however, each provides additional information and perspectives for the S&T community.

The National Governors' Association has released its third paper in the New Economy Series. Nurturing Entrepreneurial Growth in the New Economy, written by Thom Rubel and Scott Palladino, outlines eleven different approaches states have implemented to encourage entrepreneurship:

Governor Tom Vilsack has unveiled a plan to enhance Iowa’s science and technology base. In his 2001 budget proposal, the governor has proposed $10 million in state funds to create Centers of Excellence in the life sciences, information solutions, and advanced manufacturing areas.
