Gov. Pat Quinn and the Illinois Innovation Council launched a new initiative to facilitate business and research collaboration and to provide services to the state's high-tech entrepreneurs. Karel Schubert has been appointed executive director of the Bioscience Association of West Virginia. Schubert most recently founded and is the chief executive officer of BioSynectics, a St. Louis-based bioscience firm.

J. Michael Saul, deputy director of the R.I. Economic Development Corporation, who served as interim director for a year, is stepping down. Saul had overseen the agency's capital programs such as the Small Business Loan Fund.

Pamela Goldberg has been appointed as the executive director of the Massachusetts Technology Collaborative. Currently, Goldberg serves as director of entrepreneurial leadership at Tufts University.

Iowa Gov. Terry Branstad signed Iowa House File 590 into law, establishing a new economic development public-private partnership. The Iowa Partnership for Economic Progress (IPEP) will be comprised of two separate entities — the Iowa Economic Development Authority and the Iowa Innovation Corporation. IPEP replaces the embattled Iowa Department of Economic Development.

From undertaking a joint regional initiative to improve two cities' competitiveness in advanced manufacturing to launching an effort for engaging venture capital companies and bringing in top university students to showcase area opportunities, mayors in Lexington and Louisville, Boston and Chicago recognize the value in promoting their cities as top destinations for growing tech-based economies. While each of the three recent announcements detailed below target different sectors of the innovation economy, they share the same mission of making their region more desirable for startups.

Gov. Pat Quinn this week signed into law two bills in support of tech-based companies and student entrepreneurs. SB 107 builds on the state's Technology Development Account, which allows the state to invest up to 1 percent of its investment portfolio in venture capital firms that in turn invest in technology-based businesses. The new law increases the amount to 2 percent. Companies may use the funding for R&D, marketing new products and workforce expansion. Another bill signed by Gov.

Illinois Governor Pat Quinn recently released details about Advantage Illinois, an initiative that will provide financing and assistance to entrepreneurs and small businesses. Initial funding for the initiative will be provided by the federal government through the U.S. Treasury's State Small Business Credit Initiative (SSBCI). The Illinois Department of Commerce and Economic Opportunity will administer the program, will use the $78 million in federal funding to spur private lending to small- and medium-sized businesses.

A newly established policy academy providing guidance and technical assistance will help seven states improve their environment for innovation and align state R&D investments, workforce development and education systems with current and future needs of advanced manufacturing industries. The policy academy will help each state develop a plan or overcome barriers for putting a plan into action through a highly interactive team-based process that includes input from NGA, MEP, EDA, SSTI, private sector consultants, and research organizations.

SSTI's Tech Talkin' Govs series has returned for its 12th annual edition. The series highlights new and expanded TBED proposals from governors' State of the State, Budget and Inaugural addresses across the nation. The Small Business Administration (SBA) announced the selection of 10 regional economic development and job creation efforts through a new pilot program, Innovative Economies, that supports small business participation in regional economic clusters. SBA's funding is designed to expand the opportunities and the role small businesses play in these regional collaborations. The awardees were selected from among 173 applicants. Awards went to organizations in: Alabama, California, Connecticut, Illinois, Michigan, Minnesota, Mississippi, North Carolina, Ohio and South Carolina.

The Iowa Innovation Council, a 29-member state advisory board, released a strategic plan focused on entrepreneurship and targeted industries (e.g., advanced manufacturing, biosciences and information technology) to grow the state's innovation economy. The council believes this plan will create high-skilled, high-wage jobs through several new initiatives including:

• A private seed capital investment fund;
• New strategies to accelerate technology transfer and commercialization; and,

Deep cuts to higher education and reorganizing economic development efforts are common themes in executive budget proposals across most of the country as governors seek to both reduce spending and create jobs. Iowa Gov. Terry Branstad recently introduced legislation to replace the state's existing economic development agency with a public-private partnership. Meanwhile, his budget eliminates the Iowa Power Fund, established by the legislature in 2007 to invest in private sector renewable and alternative energy industries. In Massachusetts, Gov.

Caren Franzini, the CEO of the New Jersey Economic Development Authority, stepped down after leading the agency for 21 years. Michele Brown, Gov. Chris Christie's appointments counsel, will take over as CEO.

Argonne is a Department of Energy national laboratory located in Lemont, IL, a southwest suburb of Chicago, with over 1,500 scientist and engineers performing world-class research aimed at solving the nation's energy, environmental and security challenges. llinois Gov. Pat Quinn has announced the details of a $10.3 million planned partnership to develop "STEM Learning Exchanges" across the state. Eight organizations will be awarded contracts to work with regional, educational and business networks to aggregate curricular resources, assessment tools, professional development systems, work-based learning opportunities and problem-based learning challenges. Funding for the initiative will be drawn from $2.3 million in federal Race to the Top funds, with another $8 million leveraged from private partnerships.

The Illinois Science & Energy Innovation Foundation, a $72.5 million investment fund approved by the state's General Assembly last year, debuted this week. While 70 percent of the fund will be used to educate consumers about smart grid technology, another $22.5 million, provided by utility companies, will support grants, loans and contracts to groups working on smart grid technologies, according to the Chicago Tribune.

A culmination of twelve months of data measuring the Illinois innovation economy finds improved economic growth in four sectors: dynamism, capital, talent, and business climate. Positive indicators include record growth in university startups and a significant increase in invention disclosures and patents awarded to Illinois universities. Additionally, venture capital funding reached a ten-year high of $1.4 billion in 2012.

Illinois Gov. Pat Quinn recently signed legislation approving a new tax credit to encourage angel investment and extending the state's R&D tax credit one more year. The Innovation Development and Economy Act (SB 2093) allows eligible angel and early-stage institutional investors to take a 25 percent tax credit on investments in small, technology firms. Up to $2 million may be claimed on an individual investment for a $500,000 tax credit. The program is capped at $10 million and will be effective on Jan 1, 2011.

Gov. Pat Quinn unveiled last week the FY11 capital budget outlining the state's progress on the $31 billion Illinois Jobs Now plan enacted last year by the legislature (see the July 29, 2009 Digest). The governor is seeking an expansion of the program, which includes new appropriations for green economy initiatives within the Department of Commerce and Economic Opportunity (DCEO).

Gov. Chet Culver last week signed legislation creating the Iowa Innovation Council to advise the state's Department of Economic Development on policies that enhance innovation and entrepreneurship in high-growth industries such as advanced manufacturing, bioscience, and information technology. The council will be led by a group of volunteer private business leaders with expertise in the targeted industry sectors and charged with creating a strategic plan for implementing specific policies and coordinating state government applications for federal funds related to R&D.

A group of inventors, academics and researchers presented an aspirational list of inventors' rights at the Association of University Technology Managers (AUTM) Annual Meeting held last week. The Academic Inventors' Bill of Rights includes protections for researchers and students to prevent onerous university intellectual property policies and lack of transparency from preventing successful commercialization. Lawmakers in Idaho, Iowa and South Dakota recently passed budgets for the upcoming fiscal year providing funds to help stabilize higher education funding, support research projects related to renewable energy R&D, and provide temporary operational support for an underground deep science laboratory.

his week Chicago mayor Rahm Emanuel released the first draft of a long-term plan for the city's economic growth and job creation. The plan provides ten over-arching strategies to guide Chicago's economic development efforts, the first of which is a focus on advanced manufacturing. The plan also calls on the city to support entrepreneurship and innovation in emerging technology sectors.
