A new plan to grow North Carolina's biotech industry to 48,000 jobs by 2013 and 125,000 by 2023 was released earlier this month by the North Carolina Biotechnology Center, a state-supported nonprofit organization. If implemented, the 108-page plan would cost up to $650 million over five years. That figure does not include the "to be determined" cost for 15 of the plan's 54 recommendations.

The 54 action steps span a variety of objectives:

Dr. Russell Bessette has been appointed to the Federal Homeland Security Science and Technology Committee. Dr. Bessette currently is the executive director of the New York Office of Science, Technology and Academic Research (NYSTAR).

Robert Geolas, director of the Centennial Campus at North Carolina State, is resigning to become director of the new International Center for Automotive Research at the Clemson University.

Nearly every region engaged in building a tech-based economy wants more access to seed and venture capital money. It's particularly useful when your largest employer announces it will lay off up to 23 percent of its workforce – as many as 5,000 people in your community and 15,000 across the globe – during the next three years.

Despite a sluggish national economy, North Carolina held its own over the last three years, according to a measure of 25 broad indicators of innovation, technology and economic growth released earlier this week. In all, Tracking Innovation: North Carolina Innovation Index 2003 considers more than 50 performance measures across five general categories, highlighting the state’s strengths and weaknesses.

This summer, North Carolina joined a growing handful of states and regions that have completed innovation assessments or report cards to aid in the development and implementation of state’s science and technology policies. One of the recurring issues in many states for financing centers as part of their tech-based economic development portfolio is whether or not the organizations resulting from the multi-year, multimillion grants should become financially self sufficient at the end of the grant term.

Wanted: all managers in private-sector research and development (R&D) facilities. The Southern Growth Policies Board is conducting a nationwide survey to gain insight into drivers and policies of industrial R&D. The survey attempts to illuminate university-company relationships.

Roger Biagi was named to the newly created position of director of government relations at the New York State Office of Science, Technology and Academic Research.

The North Carolina Solar Center promoted Steve Kalland to the position of executive director.

Community colleges can play an important part in shaping the workforce in the science and technology (S&T) sector. For example, with the growth in biotech, there is an increasing need for technicians in the biotech field and workers are finding that they can prepare for these jobs rather quickly in community colleges. Technicians in biotech manufacturing facilities generally have two-year specialized training or an associate degree from a technical or community college, according to the U.S.

Although their courses of action may differ, competing proposals sponsored by the New York State Senate and Assembly would seem to have the same goal — create jobs, support small businesses, and transform the state's manufacturing sector.

Andrea Lohneiss, community development director for Riverhead, N.Y., is leaving to become Suffolk County's commissioner of economic development.

James Roberson, president of the Research Triangle Foundation for the past 16 years, is retiring at the end of May.

Earlier this month, Gov. Ernie Fletcher announced Darrell Brock and Jim Host as new co-chairmen of ConnectKentucky. Brock, commissioner of the governor's Office for Local Development, and Commerce Cabinet Secretary Host joined existing chairman John Hall, retired chairman and CEO of Ashland Inc.

The Piedmont Triad Entrepreneurial Network recently selected Lisa Blakely, a former Bank of America executive, as its CEO.

David Winwood is the new director of North Carolina State University's Centennial Campus.

ASME is seeking a Project Manager responsible for the research, planning, launch and growth of strategic initiatives in the areas of industry relations/corporate services and young engineers. The individual will play a key role in the project management of strategic initiatives to help meet the priority objectives of the ASME Board of Governors.

A recent study completed for Iowa calls for continued investment in the biosciences - a 10-year, $302 million plan - to grow the industry and to create new job opportunities for the state.

John Merrill will serve as executive director for the Greensboro Center for Innovative Development, a joint millennium campus and research park between University of North Carolina Greensboro and North Carolina Agricultural and Technical State University.
