Venture Funds Competition Launched in Massachusetts

Gov. Deval Patrick announced last week a venture funds competition providing seed money and mentoring to support new business development, adding to a growing number of states seeking to boost entrepreneurial efforts during the economic downturn (see the March 5, 2009 issue of the Digest).

Statewide Consortium Announces $100 Million Green Computing Center in Western Massachusetts

Massachusetts Governor Deval Patrick recently announced plans to develop a $100 million high-performance computing center powered by clean and renewable energy in the small city of Holyoke. The center will be managed by a consortium of state agencies, universities and technology companies including the Massachusetts Institute of Technology, the University of Massachusetts, Cisco Systems and EMC Corp..

Recent Research: Does the Clustering of Venture Capital Centers Make Sense?

Three metropolitan areas dominate the U.S. venture capital landscape: San Francisco, Boston and New York. These cities are home to about half of all U.S. venture firms and about half of all U.S. venture-backed companies. Though venture firms have sprung up around the country over the past 25 years, the three cities have maintained, and even expanded, their share of national firms and investment.

The Idaho Department of Commerce has named Gynii Gilliam as its new chief economic development officer. Gilliam brings more than 20 years of experience to the position. Most recently, she served as executive director of Bannock Development Corporation.

David Kerr, director of the Missouri Department of Economic Development, will step down from the position Dec. 31.

ID Gov Announces $5M Industry-University Research Partnership

Gov. Butch Otter unveiled plans for a targeted partnership among industry, higher education and government that invests in R&D to produce new technologies — and ultimately — jobs. The governor is asking lawmakers to approve $5 million for startup costs in the FY13 budget. Legislation to be introduced later this session will provide a plan for reorganizing the Idaho Innovation Council and implementing the initiative — called IGEM for Idaho Global Entrepreneurship Mission.

Massachusetts Plan Identifies Action Steps for Economic Growth

An economic development policy and strategic plan presented to lawmakers last month identifies several steps for investing in the innovation community to improve the state's competitiveness. To create a robust and supportive environment for new company formation and tech commercialization, the report recommends increasing by 20 percent annually over the next five years state funding for capital and incubator and accelerator programs. Governors Ramp up Skilled Workforce Initiatives

Lawmakers in several states will consider legislation this year aimed at solving the workforce disconnect as states continue to struggle with unemployment and look for ways to attract industries in emerging fields. Many of the recent proposals, including those in Connecticut and Massachusetts, focus on revamping oversight of higher education and workforce training to offer better tools and a quicker path to a degree and skills matched with the needs of businesses.

Looming Revenue Shortfalls Latest Challenge for Many States

Massachussetts Leads, Delaware Gains in 2012 ITIF Index

The Information Technology and Innovation Foundation (ITIF) released the sixth edition of its bi-annual State New Economy Index last month. The report uses 26 indicators to assess the progress states have made adjusting to the realities of the innovation economy. Governors' Higher Ed Reforms Win Approval in MA, NJ

Two bold proposals seeking to make big changes to community colleges in Massachusetts and New Jersey research universities recently were approved by lawmakers. In Massachusetts, more funding for the state's 15 community colleges is tied to increased oversight, performance measures and integration of workforce development initiatives. Meanwhile, New Jersey lawmakers passed a bill merging a medical and dentistry school with Rutgers University in hopes of strengthening partnerships for research projects and drawing more federal funding.

MA Lawmakers Pass Jobs Bill with $50M R&D Matching Grant Fund

A bill introduced less than three months ago to spur economic activity through high-impact university-industry R&D projects and provide tools for tech-based startup companies was passed with overwhelming support in the legislature. In addition to the matching fund, the bill includes funding to provide paid internships to startup technology companies and establishes an entrepreneur and startup venture capital mentoring program. Measures to address the state's skills gap and promote manufacturing competitiveness also are included.

University-Industry Research Partnership Wins Approval in Idaho

With overwhelming support from the Idaho legislature, Gov. Butch Otter signed into law HB 546, a measure to establish the Idaho Global Entrepreneurial Mission (IGEM), an industry-university research partnership to facilitate and accelerate tech transfer. The governor proposed $5 million for the initiative within the FY13 Higher Education and Commerce budgets, which are pending approval in the legislature.

Illinois, Massachusetts, Maine Release Innovation Indices

While many state programs provide periodic reports on their activities and impacts, a few states provide regular data on their innovation economy as a whole. These reports can be useful in assessing a state's overall approach to TBED and in finding new areas for strategic intervention. Recently, groups in Massachusetts, Maine and Illinois separately released innovation indices that provide quantitative guides to their state's progress in fostering innovation.

START Program to Accelerate SBIR Funded Projects in Massachusetts

A new program launched in Massachusetts will help companies commercialize technologies developed under the Small Business Innovation Research (SBIR) program by picking up where Phase II of the program leaves off, providing financial support, coaching and introductions to potential investors. The Massachusetts Technology Development Corporation will initiate the program with $6 million over the next three years.

MA Leaders Want $50M R&D Matching Grant Fund to Spur Job Growth

Massachusetts House leaders introduced a bill earlier this week calling for funding to support R&D at universities and research centers, manufacturing grants and workforce training, and a venture capital mentoring program for startups. Partnerships Intended to Establish Massachusetts as a World Leader in Big Data

A newly established policy academy providing guidance and technical assistance will help seven states improve their environment for innovation and align state R&D investments, workforce development and education systems with current and future needs of advanced manufacturing industries. MA, RI Release State Innovation Benchmark Studies

TBED organizations in Massachusetts and Rhode Island recently published comprehensive reviews of their respective state innovation economies. Both studies employ metrics of the general economy, as well as indicators of STEM education, research, venture investment and technology industry activity. They also use data from other state economies to track their progress in creating a vibrant and sustainable innovation ecosystem. The reports provide a useful set of innovation metrics that can be applied in other regions.
