TBED agencies in two northwest states have released proactive wish lists for state TBED investment in their respective 2007 legislative sessions.

In a Sept. 12 teleconference, Idaho Gov. Jim Risch's Science and Technology Advisory Council agreed upon a $38.8 million package to attract and grow new technology businesses, as well as a tax credit program to encourage private investment in high-tech companies.

Starting next year, every Rhode Island high school student will be able to participate in the Vex Challenge, an international robotics competition that gives students firsthand experience with project management and engineering. A coalition of education and science and technology advocates, led by the nonprofit Business Innovation Factory, will cover the costs to schools and funding for an annual statewide tournament beginning in 2007. Gary Stark has resigned his position as executive director of the Indiana Information Technology Association Foundation to relocate to Connecticut. Stark raised $1 million during the past year to start an endowment for the foundation, which plans to award grants from the interest earned to combat the Digital Divide in the state.

Governor Dirk Kempthorne has announced the creation of TechConnect East, a regional science and technology office to be located at the Idaho State University Incubation Center in Pocatello, Idaho.

Elizabeth Sellars is the new manager of Idaho Operations for the Department of Energy.

Katherine O'Dea has been named executive director of the Rhode Island Technology Council.

Rhode Island, like nearly every state in the country, is facing a projected budget deficit in FY 2004. To deal with a $175 million or 6.6 percent shortfall, 21 agencies are facing budget reductions in Governor Don Carcieri's first budget request to the Rhode Island General Assembly. However, demonstrating his commitment to "make strategic investments to promote job growth," Gov. Carcieri calls for increased support for several tech-based economic development initiatives.

Before ending its 2003 session, the Rhode Island legislature signed off on nearly all of the technology-based economic development (TBED) initiatives at the core of Gov. Donald Carcieri's strategy to help the state rebound from the down economy. First outlined in his Feb. 4 State of the State Address (see the Feb.

John Kotek, formerly with Argonne National Laboratory-West, has been named deputy manager of the Department of Energy's Idaho Operations Office. The office oversees the Idaho National Engineering and Environmental Laboratory.

LaMoyne Hyde, director of the Idaho Department of Commerce, also announced he will resign his position by the end of the year.

Bill Shipp, president of Bechtel BWXT Idaho and lab director of the Idaho National Engineering and Environmental Laboratory, is retiring effective Oct. 25. Paul Divjak will be his replacement.

The Rhode Island Economic Policy Council has named Jerry Schaufeld as director of the Samuel Slater Technology Fund.

Envirogen, Inc. cofounder Ronald Unterman will be the executive director of the newly created Slater Center for Marine & Environmental Technologies. The center was created through the merger of two existing Slater centers.

William Parsons is serving as acting executive director of the Rhode Island Economic Development Corp. Parsons is the vice president of operations.

The Rhode Island Technology Council has appointed Katherine O'Dea as director of workforce development and JoAnn Johnson as manager of education partnerships.

Tom Schumpert, director of the Rhode Island Economic Development Corporation for the past two years, is leaving to become executive director of the metro center of Roger Williams University in Providence. His responsibilities will include strengthening the university's relations with corporations and the community.

Idaho Governor Dirk Kempthorne dedicated a portion of Monday's State of the State and Budget Address to describing how tight the 2005 fiscal environment would be for his state. The temporary sales tax will lapse, costing the state $170 million in foregone revenue. The one-time $83 million in federal bailout funds are depleted. State employees will get a 27th biweekly paycheck this calendar year, resulting in an additional budgetary burden of approximately $20 million.

The Acting Director for the Idaho Department of Commerce is Roger Madsen. Madsen also is serving as director of the state Department of Labor.

The Idaho Economic Development Association has named Jan Rogers as new president.

The Federal Laboratory Consortium for Technology Transfer (FLC) is the nationwide network of federal laboratories that provides the forum to develop strategies and opportunities for linking the laboratory mission technologies and expertise with the marketplace. More than 700 major federal laboratories and centers and their parent departments and agencies are FLC members. 

The Rhode Island Technology Council (RITEC) is launching a benchmarking survey this week of the state’s information technology (IT) industry to determine how the council and state economic development organizations can be most effective at addressing the sector’s needs in light of the continued restructuring of the national IT industry.
