Lawmakers across several western states have reached budget agreements for the upcoming fiscal year or biennium allocating decreased or level funding for tech-based economic development efforts. Lawmakers also passed new legislation supporting job-creation efforts and investments in alternative energy. While funding for many of these programs appear secure in FY10, additional spending cuts are anticipated in the coming months if state revenues continue to decline.

South Dakota shows a $3 million TBED investment in strategic research areas can yield impressive results for a state strengthening its position in an innovation-based economy. 

Massachusetts Gov. Deval Patrick's secretary of Housing and Economic Development, Daniel O'Connell, resigned for personal reasons and was replaced by Greg Bialecki, an undersecretary who has been responsible for business development

Steve Bazinet has been hired as executive director of the Maine Center for Enterprise Development.

Rahindra Bose is Ohio University's new vice president for research and creative activity and dean of the graduate college.

Idaho’s entrepreneurial support centers managed to survive the legislative session with half of their annual appropriation intact in the fiscal year 2009 state budget, despite being zeroed out in Gov. Butch Otter’s budget recommendation earlier this year.

David was a good friend not only of SSTI's, but also of the tech-based economic development community across the nation. In addition to being a tireless and cheerful advocate for investing in science and technology, he was also a gentleman in the true sense of the word, and we miss him greatly.

In the midst of a national economic downturn, coupled with stagnant to little growth in wages for even college-educated individuals, state efforts to build a qualified workforce and attract industries in emerging fields that pay above-average wages are crucial to ensuring economic growth.
 

Idaho Gov. Dirk Kempthorne named Idaho National Lab Director John Grossenbacher as the new chairman of the Governor's Science & Technology Advisory Council.

The Idaho Department of Commerce has named Gynii Gilliam as its new chief economic development officer. Gilliam brings more than 20 years of experience to the position. Most recently, she served as executive director of Bannock Development Corporation.

David Kerr, director of the Missouri Department of Economic Development, will step down from the position Dec. 31.

SSTI's Tech Talkin' Govs series has returned for its 12th annual edition. The series highlights new and expanded TBED proposals from governors' State of the State, Budget and Inaugural addresses across the nation. The first installment includes excerpts from speeches delivered in Georgia, Iowa, New York, Kentucky, South Dakota, Vermont, and Virginia. Georgia Gov. SSTI Board member Phillip Singerman has been named as the Associate Director for Innovation and Industry Services for the National Institute of Standards and Technology. He will assume this position on January 31.

Alabama then-Governor-elect Robert Bentley on January 3 named former House Speaker Seth Hammett as director of the Alabama Development Office, replacing Interim Director Linda Swann. He also appointed the president of the Birmingham-based Economic Development Partnership of Alabama, Bill Taylor, to lead efforts to grow and retain existing Alabama industries, while at the same time recruiting new businesses to the state.

Voters in 37 states will decide on more than 170 ballot measures this year, many of which are related to tech-based economic development (TBED). Tax measures seem to be dominating ballots this year, with questions relating to both decreases and increases for sales, property and income taxes. Several states are counting on voters to agree to temporary increases to help fill budget deficits and ensure steady funding for education.

Lawmakers in Idaho, Iowa and South Dakota recently passed budgets for the upcoming fiscal year providing funds to help stabilize higher education funding, support research projects related to renewable energy R&D, and provide temporary operational support for an underground deep science laboratory.

Gov. Butch Otter unveiled plans for a targeted partnership among industry, higher education and government that invests in R&D to produce new technologies — and ultimately — jobs. The governor is asking lawmakers to approve $5 million for startup costs in the FY13 budget. Legislation to be introduced later this session will provide a plan for reorganizing the Idaho Innovation Council and implementing the initiative — called IGEM for Idaho Global Entrepreneurship Mission.

Lawmakers in several states will consider legislation this year aimed at solving the workforce disconnect as states continue to struggle with unemployment and look for ways to attract industries in emerging fields. Many of the recent proposals, including those in Connecticut and Massachusetts, focus on revamping oversight of higher education and workforce training to offer better tools and a quicker path to a degree and skills matched with the needs of businesses.

With overwhelming support from the Idaho legislature, Gov. Butch Otter signed into law HB 546, a measure to establish the Idaho Global Entrepreneurial Mission (IGEM), an industry-university research partnership to facilitate and accelerate tech transfer. The governor proposed $5 million for the initiative within the FY13 Higher Education and Commerce budgets, which are pending approval in the legislature.

While election night's main focus was on the presidential race, the importance of ballot measures for states and metros is growing as public services and budgets are being severely trimmed. A recent article in The New Republic reports on a new trend where states are embracing ballot measures as a potential source of dedicated funds for targeted investments in regional economic growth and development.
