The Idaho Department of Commerce has named Gynii Gilliam as its new chief economic development officer. Gilliam brings more than 20 years of experience to the position. Most recently, she served as executive director of Bannock Development Corporation.

David Kerr, director of the Missouri Department of Economic Development, will step down from the position Dec. 31.

Holli Baumunk, vice president of the Metro Denver Economic Development Corporation, has been named president and CEO of the Colorado BioScience Association.

Specialized and high-tech incubators provide crucial services and resources to promote and enhance Commercialization & Entrepreneurship, one of the six thematic tracks of this year's annual conference. Voters in 37 states will decide on more than 170 ballot measures this year, many of which are related to tech-based economic development (TBED). Tax measures seem to be dominating ballots this year, with questions relating to both decreases and increases for sales, property and income taxes. Several states are counting on voters to agree to temporary increases to help fill budget deficits and ensure steady funding for education.

On November 6, in addition to the presidential election, eleven state and two territorial gubernatorial contests will be decided. Seven of these races (Delaware, Missouri, North Dakota, Puerto Rico, Utah, Vermont, and West Virginia) include a sitting governor running for re-election, while the remaining six (American Samoa, Indiana, Montana, New Hampshire, North Carolina and Washington) are open races.

The Obama administration announced winners of the Advanced Manufacturing Jobs and Innovation Accelerator Challenge on Tuesday. The challenge — publicized earlier this year — is one of the key initiatives of the interagency Taskforce for the Advancement of Regional Innovation Clusters and is sponsored by a partnership between the U.S. Department of Commerce, the National Institute of Standards and Technology, the Departments of Energy and Labor, and the Small Business Administration.

Lawmakers in Idaho, Iowa and South Dakota recently passed budgets for the upcoming fiscal year providing funds to help stabilize higher education funding, support research projects related to renewable energy R&D, and provide temporary operational support for an underground deep science laboratory.

Gov. Butch Otter unveiled plans for a targeted partnership among industry, higher education and government that invests in R&D to produce new technologies — and ultimately — jobs. The governor is asking lawmakers to approve $5 million for startup costs in the FY13 budget. Legislation to be introduced later this session will provide a plan for reorganizing the Idaho Innovation Council and implementing the initiative — called IGEM for Idaho Global Entrepreneurship Mission.

With overwhelming support from the Idaho legislature, Gov. Butch Otter signed into law HB 546, a measure to establish the Idaho Global Entrepreneurial Mission (IGEM), an industry-university research partnership to facilitate and accelerate tech transfer. The governor proposed $5 million for the initiative within the FY13 Higher Education and Commerce budgets, which are pending approval in the legislature.

The 2012 supplemental budget approved by Washington lawmakers includes funding for initiatives aimed at establishing a skilled workforce, enhancing competitiveness of existing industries and supporting university research to grow a strong aerospace cluster. The funding is part of a $9.8 million plan proposed by Gov. Chris Gregoire last year to enhance the state's education system in anticipation of new jobs in the aerospace sector (see the issue of the Nov. 16, 2011 issue of the Digest).

Gov. Jay Inslee's vision for creating a more prosperous state economy through investments in key industry sectors came full circle with the announcement of his Working Washington Agenda, which prioritizes a similar set of proposals touted last year during his run for governor. The plan includes legislation, government reforms and new state investments totaling nearly $120 million focused around five areas.

Measuring impact is critical to the success and sustainability of any economic development initiative, and as the national debate over fiscal austerity and taxpayer spending continues, TBED organizations can expect increased scrutiny and accountability for their investments.

A new strategy report from the Washington Economic Development Commission offers a roadmap for the state to differentiate itself and attract new investment by focusing on the long-term goal of becoming a world-class innovation system. The proposals, which are not dependent on new funding, call on state and local leaders to focus on five key drivers of competitiveness: talent, entrepreneurship, infrastructure, smart regulation and global exports. Rebecca Blank, the acting U.S. secretary of Commerce, is expected to be the next chancellor of the University of Wisconsin at Madison. The Board of Regents is scheduled to vote on the recommendation April 5.

With a continued push toward regionalism to better support the state's high-tech platform, lawmakers approved in the FY14 budget startup funding for a new statewide incubator program that provides grants for the incubators and tax incentives for client companies. The initiative is part of Gov. Andrew Cuomo's planned expansion for the state's 10 regional councils.

Gov. Inslee of Washington released his budget request for the 2013-2015 biennium in his Working Washington plan. Among the priorities are STEM educational investments and clean energy research and development. Overall, the Governor's proposed budget totals more than $34.4 billion, and would result in nearly $532 million in reserves, without proposing new taxes.

Mark Lytle has been named the University System of Georgia's new vice chancellor for economic development.

Frederick Cartwright has been appointed the executive director of the Clemson University International Center for Automotive Research.

New nonprofit initiatives have been re-defined in Seattle and Atlanta to support their cities' startup communities. Startup Seattle and Startup Atlanta will work to serve, support, and link the regional innovation systems and startup ventures in their respective cities. Both entities previously were developed by and for the local entrepreneurial communities to support new companies but are restructuring as independent organizations.

States across the U.S. are directing their attention to science, technology, education and technology (STEM) education, and already have passed a plethora of new initiatives in the current legislative session.  These programs are directed at various levels of education including primary education and higher education, with one program specifically designated for the state’s community colleges. A number of states have created STEM advisory councils under the governors’ offices, following the lead of Iowa and Massachusetts.

At the close of many recent legislative sessions, states across the country moved to strengthen their high-tech workforce while supporting industry cluster development.

A recent report by the Association of University Technology Managers (AUTM) dubbed American universities the “unsung heroes in the economic recovery.” Through licensing and startup activity, universities and other groups earned more than $2.6 billion total income from royalties and other sources in FY12 alone, according to the report highlights.
