Responding to a statewide economic downturn, Gov. Ted Strickland announced two major TBED initiatives, injecting more than $1 billion into job creation and offering a free year of tuition at Ohio public universities for high school seniors.

 

The Canadian Government this week released its budget for the 2008-2009 fiscal year, which includes several new TBED-related initiatives and increases in funding for a few existing programs. The government plans to leverage its relatively strong fiscal position by providing tax relief and paying down the national debt, while providing $606 million for workforce development and $440 for research over the next two years. Major science and technology (S&T) initiatives in the 2008 budget include:

Earlier this month, three universities - Stanford University, the University of Texas at Austin and the University of California, Berkeley - announced partnerships with the King Abdullah University of Science and Technology (KAUST), a graduate-level research university set to open in Saudi Arabia by September 2009. Each of the U.S.-based universities will assist with the development of the following initiatives within specific academic fields of study at KAUST:

It won’t come to any surprise to Digest readers that there’s a connection between universities and economic prosperity. In addition to educating students and advancing science and technological innovation, the localized economic impact of institutions, alone, provides a buffer to economic swings for many mid-sized and smaller cities and college towns. In his recent combined State of the State and budget address on March 7, Illinois Gov. Rod Blagojevich proposed the formation of the Illinois Community Assets Fund (ICAF), a $100 million venture designed to increase access to capital and financing to economically distressed communities and populations that have had inadequate access to mainstream capital markets within the state. The assets of ICAF would be contained within the State Treasury, and the Illinois Department of Commerce and Economic Opportunity (DCEO) would administer the fund.

Coming a little late in the year to be included among our Tech Talkin’ Govs series (see Digest issues for Jan. 8, 15 and 29 and Feb. 19), Ohio Gov. Ted Strickland delivered his first State of the State Address on Mar. 14. Below are excerpts from his address calling for a $1 billion investment in alternative and renewable energy technologies over four years.

 

SSTI serves as the TBED community’s go-to resource and strategic partner when dealing with TBED issues. The Angel Capital Electronic Network (ACE-Net) will be privatized by September 1, 2000. The Internet-based listing service for growing companies and angel investors has been run by the U.S. Small Business Administration (SBA) Office of Advocacy.

Just what makes firms productive? Economists continue to refine their thinking on the interactions that enhance productivity. Knowledge capital and knowledge relatedness play an active role in increasing firm competitiveness, especially in large, high-tech manufacturing sectors, according to a study presented at a recent conference of the Groupe de Recherche en Economie.

Ohio Department of Development Director Bruce Johnson has been sworn in as the state's lieutenant governor. Johnson is expected to serve both positions for the balance of Gov. Bob Taft's term.

Money is following the jobs and excitement that represents China's economy these days according to an annual survey of equity investments in China mainland businesses. Compiled by Chinese venture capital (VC) research and consulting firm Zero2IPO, the fourth annual survey found 60 firms made 253 investments totalling $1.269 billion (US) in China mainland or mainland-related enterprises in 2004.

The Fund for Our Economic Future, a new collaboration of Northeast Ohio private, community and corporate foundations to support regional economic development, has secured more than $22 million in commitments and is expected to grow to $30 million. Launched last week, the fund is believed to be the largest and most comprehensive philanthropic collaboration of its kind in the U.S.

Tony Brown, director of the Community Development Financial Institution (CDFI) Fund at the U.S. Treasury Department, announced his resignation effective Feb. 27, to become chief executive officer of the Uptown Consortium in Cincinnati.

Ohio State University has appointed Vicki Butland to serve as interim president and chief executive officer for the Science and Technology Campus Corp.

Ohio’s IT Alliance (OITA) invites applications and nominations for the position of President and Chief Executive Officer. OITA's mission as a statewide public/private partnership is to drive the growth and improve the competitiveness of Ohio through the development and support of its information technology industry. The new President will enhance OITA’s role as the key public/private catalyst for industry growth and success.

The Advanced Technology Program (ATP) within the National Institute of Standards and Technology is accepting applications for three leadership positions: the Deputy Director for ATP, the Director of the Economic Assessment Office, and Director of Information Technology and Applications. Less than two years into his first term, Illinois Governor George Ryan has made tech-based economic development a leading priority.
