Tim Witsman recently resigned as president of the Wichita Area Chamber of Commerce to pursue other opportunities in the community. Witsman headed the area's lead economic development agency for 15 years.

Speaking to a joint session of the House and Senate, Illinois Governor Rod Blagojevich recently presented his first budget, one that addresses a $5 billion budget crisis.

Kansas, Inc., a nonpartisan public-private organization, recently released the findings and recommendations of its team of economic development consultants and more than 1,100 Kansans as a comprehensive update to Kansas' economic development strategic plan.

Carbondale, Illinois

Richard Bendis, president and chief executive officer of the Kansas Technology Enterprise Corporation (KTEC), has accepted an offer to lead the newly created Innovation Philadelphia Corporation. Mr. Bendis has been involved with KTEC since the organization was created in 1987. He was appointed to the KTEC board of directors by the Governor and served as the board’s first chairman. Mr. Bendis served as interim president in 1994 before being named president in 1995.

Several recent project announcements highlight communities using incubators and research parks, some of the tools for technology-based economic development, in specialized formats to capitalize on existing strengths and nurture additional growth of clusters of related tech firms. Such targeted approaches can help to focus other TBED activities for additional benefits.

Illinois Governor Rod Blagojevich has nominated Jack Lavin to run the newly named Department of Commerce and Economic Opportunity. The agency was formerly called the Department of Commerce and Community Affairs. Lavin was chief financial officer for Rezco Enterprises.

Patrick Rea recently was selected as administrator for the Small Business Administration's six-state region involving Indiana, Illinois, Michigan, Minnesota, Ohio and Wisconsin.

Jerry Lonergan, president of Kansas, Inc., is resigning effective April 1. A bill to dissolve the state's policy and planning organization passed the Kansas Senate last week.

Goal is improved service delivery, advocacy for tech community

To produce a more focused and effective effort in the areas of commercialization and advocacy, the Illinois Coalition has divided into two separate public-private organizations.

The Illinois Technology Development Alliance (ITDA) is a private, nonprofit 501(c)(3) corporation providing entrepreneur training, commercialization, and technology transition services for government, major research institutions, and corporations. ITDA is looking for a president who will work closely with the organization's board to establish a work plan and priorities to fulfill the mission of the ITDA and will have operating responsibility for the successful implementation of the plan.

The Kansas City region is obtaining funding for high-tech research in the life sciences, but entrepreneurship is stifled because of fragmented efforts to improve the innovation environment and the region’s lack of an overall strategy for its various stakeholders. This finding and others were identified in Completing the Puzzle: Creating a High-Tech and Life Sciences Economy in Kansas City, a recent report prepared for the Brookings Institution Metropolitan Policy Program.

The Kansas Technology Enterprise Corp. promoted Kevin Carr to the position of chief operations officer.

The Association of University Technology Managers (AUTM) selected Vicki Loise as its first executive director.

Jim Pennekamp will be the executive director of Southern Illinois University Edwardsville's research and business park, effective Dec. 1.

The agricultural states that lie east of the Rocky Mountains are at the center of an escalating decline in population, far exceeding that of other regions of the country. Of particular concern is the effect of population loss among young, educated workers on the states’ economies, resulting in a brain drain that could leave the region lagging the rest of the nation for many years to come.

 

Gov. Rod Blagojevich unveiled a $25 billion capital plan supporting, in small part, several energy and technology projects, while at the same time eliminating funding in his fiscal year 2009 operating budget for several TBED-related programs within the Department of Commerce and Economic Opportunity (DCEO).

 

Kansas University has appointed Steve Warren as its first full-time vice provost for research and graduate studies.
