Maryland General Assembly approval of a $1 million boost for the Maryland Industrial Partnerships (MIPS) Program, one of the nation's oldest continually run programs to support university-industry research projects leading to technology commercialization, marks a 74 percent increase above the $1.35 million program budget for 2006. The increase was proposed by Gov.

Maryland has a new program to provide loans to early stage technology-oriented companies that are affiliated with the incubation network, Governor Robert Ehrlich announced earlier this month. The $500,000 Working Capital Loan Fund, administered by the Maryland Technology Development Corporation (TEDCO), will offer low-interest, flexible term loans of between $15,000 and $50,000 to companies in underserved parts of Maryland.

Sue Strommer has joined the National Association of Seed and Venture Funds as Chief Executive Officer (NASVF) as CEO. Charlie Spies, the former president and CEO, will remain as president of NASVF.

It is no coincidence that every article in this issue of the SSTI Weekly Digest touched on some aspect of higher education's role in promoting economic growth. Knowledge-based economies driven by innovation require strong and successful institutions of higher learning. Those same types of economies, particularly when applied on a global scale, present unique challenges to sustaining educational and research excellence with academia based on older models of financing and leadership.

Phillip Singerman resigned as executive director of the Maryland Technology Development Corp.. Renee Winsky will serve as interim executive director until a permanent replacement is named.

The Maryland Department of Business and Economic Development appointed Benjamin Wu as the assistant secretary for the Capital Region and senior advisor for technology policy.

Chris Marschner is the new president of the Maryland Business Incubation Association (MBIA).

While some state legislatures debate banning public funds for some or all stem cell research, others are using whatever funding tools they have available to advance the controversial science. Some states use tobacco settlement money, others use revenue bonds, and still others use direct appropriations. Some states use voter referenda while most stay within the traditional state legislative process. The newest twist comes from Illinois, where Illinois Gov.

Last week, Kevin Carr, the director of the Manufacturing Extension Partnership, announced that he would be leaving his position and NIST effective June 30. Kevin has led the program since 1994, and under his leadership, MEP became the exemplary federal program for working in partnership with the states.

The Illinois Technology Development Alliance (ITDA) is looking for a Venture Development Director for its Chicago office. Duties include management/operations consulting; client’s screening/selection; coordination entrepreneurship mentoring; consulting/technical assistance; technical review of commercial potential of technologies. Qualified applicants must posses an MBA/B.S. in Engineering with at least five years of experience in the fields of business development/consulting.

MdBio, Inc., a nonprofit organization servicing Maryland's bioscience industry, announced it will be renamed the MdBio Foundation under restructuring and expansion efforts. The 501(c)3 organization will be overseen by a new 501(c)6 nonprofit membership trade association, MdBio, Inc.

President Bush has nominated Dr. William Jeffrey as director of the National Institute of Standards and Technology (NIST). The nomination is subject to Senate confirmation.

Advanced Technology Program

The Advanced Technology Program (ATP) within the National Institute of Standards and Technology is accepting applications for three leadership positions: the Deputy Director for ATP, the Director of the Economic Assessment Office, and Director of Information Technology and Applications. Less than two years into his first term, Illinois Governor George Ryan has made tech-based economic development a leading priority. The Advanced Technology Program (ATP), part of the National Institute of Standards and Technology, Technology Administration, US. Department of Commerce, partners with the private sector to spur research on to the development stage and into the market. ATP’s early stage investments accelerate the development of innovative technologies that promise significant commercial payoffs and widespread benefits for the nation.

One of the continuing challenges for TBED organizations is successfully documenting how their investments and activities influence the economic landscape of their states and regions. SSTI has selected a few recent state reports as examples of impact assessment, each identifying and utilizing certain measurements to help them tell their story. Their approaches may be of interest to other TBED organizations looking to gauge and share their impact with others.

It won’t come to any surprise to Digest readers that there’s a connection between universities and economic prosperity. In addition to educating students and advancing science and technological innovation, the localized economic impact of institutions, alone, provides a buffer to economic swings for many mid-sized and smaller cities and college towns. How best to incorporate universities into regional tech-based economic development strategies without compromising core missions is an art not every community has mastered.

In his recent combined State of the State and budget address on March 7, Illinois Gov. Rod Blagojevich proposed the formation of the Illinois Community Assets Fund (ICAF), a $100 million venture designed to increase access to capital and financing to economically distressed communities and populations that have had inadequate access to mainstream capital markets within the state. The assets of ICAF would be contained within the State Treasury, and the Illinois Department of Commerce and Economic Opportunity (DCEO) would administer the fund.

As you begin to fill in your 2007 calendar, remember to mark Oct. 18-19, 2007 to attend SSTI's 11th annual conference in Baltimore! Past attendees know SSTI's conference is the perennial premiere professional development event for the TBED community. And 2007 will be no exception. Maryland Gov. Robert Ehrlich has appointed Robert Brennan to succeed Hans Mayer as executive director of the Maryland Economic Development Corporation. Mayer retired after holding the position for 17 years.

A new agreement between the State of Maryland and the National Security Agency (NSA) is expected to lead to new technologies for both. The two formalized a partnership earlier this month, signing a memorandum of understanding at the Maryland State House.
