North Carolina is a nationally-recognized center for basic research due to its sustained investment in higher education and TBED-related projects.

As companies across the nation continue to announce massive layoffs during the economic recession, states, localities and private foundations are encouraging entrepreneurial training and providing support services to help create new jobs and assist struggling businesses.

The following overview is a synopsis of select recent announcements from research parks across the nation, including groundbreakings and development plans to support vibrant regional economies based on science, technology and innovation. 

Lonnie Emard has been named interim director of the Consortium for Enterprise Systems Management, a recently formed collaboration of business, academic and economic development organizations intended to build information technology (IT) opportunities in South Carolina.

Carl Bauer is retiring from federal service and leaving the National Energy Technology Laboratory effective Feb. 28, following a four-year tenure as the laboratory’s director.

Joining the Pittsburgh Life Sciences Greenhouse as executives in residence are Maureen Peszko and Michael Lang. Pierre Queiroz de Oliveira will be joining the program as an executive associate.

To foster strategic investments and policies in the knowledge and innovation economy, Gov. Bev Perdue recently signed an executive order establishing the North Carolina Innovation Council. The council is responsible for advising the governor on public and private investments and polices to promote innovation, move innovative ideas from the lab to the marketplace more efficiently, and strengthen collaboration among business, academia, and local government.

Gov. Donald Carcieri signed legislation last week expanding the Rhode Island Economic Development Corporation (EDC) board and allowing the state to offer the incoming EDC director a three-year contract that extends past the governor’s term, which ends next January. The changes are expected to boost the agency’s effectiveness and attract better candidates for the state’s top economic development position.

Kathy Collins has been appointed as the Wisconsin Entrepreneurs’ Network (WEN) regional director in Madison. Previously, Collins worked as the technology and financial development manager in the Commerce Division of Business Development.

Ron Cox has been appointed as the assistant dean for economic development in the engineering college at Iowa State University. He retains his current position as director of CIRAS, the Center for Industrial Research and Service.

Providing access to startup capital, promoting biotechnology, and investing in the green economy to create and grow jobs are among the priorities of Gov. Pat Quinn's Illinois Economic Recovery Plan presented during a speech in December. The governor's plan would establish an Angel Investment Tax Credit program to allow investors making an early-stage investment in a technology startup to receive a capped credit against their Illinois tax bill.

The Piedmont Triad Research Park laid off Bill Dean, director of the park, and Nancy Johnson, marketing director. Park officials said that the park's project manager and executive assistant also were laid off.

Gov. Pat Quinn recently signed into law a six-year, $31 billion Jobs Now plan and smaller capital bill supporting science and technology research and commercialization and broadband deployment. The Illinois Department of Commerce and Economic Opportunity (DCEO) will administer several of the grants.

Over the past few months, several states have enacted spending plans for the upcoming fiscal year and passed legislation to support renewable energy initiatives and tax credits for R&D. While some TBED programs will face dramatic cuts in FY10, others are slated for slight decreases or will receive level funding. Frederick Cartwright has been appointed the executive director of the Clemson University International Center for Automotive Research.

Chris Coburn, the founding executive director of Cleveland Clinic Innovations, is leaving at the end of May to join Boston-based Partners Healthcare, the largest healthcare system in Massachusetts.

Mary Jo White has been confirmed by the Senate as the new head of the Securities and Exchange Commission.

NIST MEP has finalized cooperative agreements to create new MEP Centers in Arizona and Rhode Island. NIST is awarding $1 million to the Arizona Commerce Authority and $750,000 to the University of Rhode Island Research Foundation to serve small- and mid-sized manufacturers in their states. Amid a national economic recovery, city officials report a recent and persistent skills gap that may signal structural challenges and present serious barriers to sustained growth for metros. Nearly nine in 10 city officials (88 percent) note that workforce alignment has not improved over the past year, according to a recent survey on city fiscal conditions from the National League of Cities (NLC).

J. Mike Books is leaving his post with the Indiana Health Industry Forum to become the first economic development director for the city of Columbia, Missouri. He also will serve as president of the Regional Economic Development Inc. Brooks will assume his new responsibilities on July 15.
