With 90 percent of Chicago’s economy in slow-growth sectors such as manufacturing, retail, financial services and real estate, leaders from business, academia, government and nonprofit groups have joined forces to develop and implement a strategy to establish the city as a key player in the New Economy.

Northwestern University invites nominations and applications for the new position of Associate Vice President for Strategic Initiatives. The person who fills this position will develop and implement initiatives that will enhance the University=s research enterprise.

Reporting to the Vice President for Research and Graduate Studies, the Associate VP will:

College tuition rates and a state's success at retaining its high school graduates for college attendance — both of which can be affected by state policy makers and university administrators — are strong predictors of a state's success in keeping its own recent college science and engineering graduates and in attracting graduates from other states, according to a study from the Southern Technology Council (STC).

The Illinois 1997 High Tech Yearbook is a first-ever annual report documenting the people, organizations and infrastructure driving the high technology industry in Illinois. The report was recently released by the Illinois Coalition and KPMG Peat Marwick, in cooperation with the State of Illinois and the City of Chicago.

The Yearbook is the latest addition to a growing number of states or regions that are developing technology indexes.

After months of analyzing data and hundreds of interviews, organizers of western North Carolina's Future Forward economic development strategy only await the study's approval by local governments. Future Forward is aimed at improving economic development conditions for 12 counties in the Western Piedmont and Mountains of North Carolina located in the 10th and 11th Congressional Districts — Alexander, Burke, Caldwell, Catawba, Iredell, Lincoln, Rutherford, Avery, Mitchell, Watauga, Wilkes and McDowell counties.

Robin Schabes, Chicago Mayor Richard Daley's special assistant for technology, has announced her resignation. Schabes staffed the Mayor's Council on Technology Advisors.

Tucked in the fine print of Illinois' budget bills was language to merge seven financing agencies, according to the June 11 edition of The Bond Buyer. Among the agencies included in the merger are the Illinois Development Finance Authority, the Illinois Research Park Authority (inactive), the Illinois Community Development Authority and the Illinois Rural Bond Bank.

Pam McDonough, director of the Department of Commerce and Community Affairs for the past four years, has been appointed to the Illinois Labor Relations Board by outgoing Governor George Ryan. Joseph Hannon will serve as the department's director for the remainder of Ryan's term, which ends in January.

Biotechnology has enormous potential for North Carolina's future, but the state's economic development strategy must be broader than any single industry and must include growth-from-within strategies, concludes a report published by the Institute for Emerging Issues at North Carolina State University.

On Thursday, Illinois Governor George Ryan announced nearly $3 million in state grants for eight Illinois Technology Enterprise Corporation (ITEC) centers, quadrupling the number of ITECs. Funded by the Illinois Department of Commerce and Community Affairs (DCCA), the centers assist technology-based start-up businesses and serve as incubators for the new ventures.

North Carolina Gov. Mike Easley was recently joined by Congressional, university, and local and business representatives last week in announcing a 180-acre expansion of Piedmont Triad Research Park in downtown Winston-Salem. The biotech park will include a new research campus for Wake Forest University School of Medicine.

Golden LEAF, the statewide foundation established in 1999 to use one-half of the state's tobacco settlement for the long-term economic advancement of North Carolina, has announced an $85.4 million economic stimulus package it believes will significantly improve North Carolina's economy and make the state a leader in the biosciences industry. Foundation officials anticipate the public investment stimulating at least $350 million in new private and federal funding biotech activity in the state.

The Illinois Biotechnology Industry Organization has appointed David Miller to serve as president, effective September 3.

The president of the Buffalo Economic Renaissance Corp, Alan DeLisle, is leaving to become director of the Office of Economic and Employment Development in Durham, N.C.

John S. Maxson has been named as the new president of The Illinois Coalition. Mr. Maxson fills the position vacated by Shaye Mandle earlier this spring.
