It won’t come to any surprise to Digest readers that there’s a connection between universities and economic prosperity. In addition to educating students and advancing science and technological innovation, the localized economic impact of institutions, alone, provides a buffer to economic swings for many mid-sized and smaller cities and college towns. How best to incorporate universities into regional tech-based economic development strategies without compromising core missions is an art not every community has mastered.

In his recent combined State of the State and budget address on March 7, Illinois Gov. Rod Blagojevich proposed the formation of the Illinois Community Assets Fund (ICAF), a $100 million venture designed to increase access to capital and financing to economically distressed communities and populations that have had inadequate access to mainstream capital markets within the state. The assets of ICAF would be contained within the State Treasury, and the Illinois Department of Commerce and Economic Opportunity (DCEO) would administer the fund.

Most of the nation's governors use the winter months to publicly lay out their agendas, visions and budget requests for the coming year. The text of State of the State Addresses, Budget Messages and, to a lesser extent, Inaugural Addresses, often reveals each governor's legislative priorities and new initiatives to be pursued over the coming months.

The satisfying flavor of success in tech-based economic development is whetting Oklahoma's appetite for more. Lots more.

The Advanced Technology Program (ATP) within the National Institute of Standards and Technology is accepting applications for three leadership positions: the Deputy Director for ATP, the Director of the Economic Assessment Office, and Director of Information Technology and Applications. Fortunately, there is one federal agency that provides financial assistance increasingly toward local and regional projects matching the interests of the nation's TBED community.

Oklahoma is one step closer to positioning itself as a leader in sustainable energy production, with the creation of a $40 million Bioenergy Center. The legislature passed SB 510 at the close of the 2007 session last month, establishing the Oklahoma Bioenergy Center announced by Gov. Brad Henry during his State-of-the-State Address earlier this year (see the Feb.

The Illinois 1997 High Tech Yearbook is a first-ever annual report documenting the people, organizations and infrastructure driving the high technology industry in Illinois. The report was recently released by the Illinois Coalition and KPMG Peat Marwick, in cooperation with the State of Illinois and the City of Chicago.

The Yearbook is the latest addition to a growing number of states or regions that are developing technology indexes.

The Oklahoma Center for the Advancement of Science and Technology (OCAST) is creating the Oklahoma Technology Commercialization Center. The Center will help technology-based firms assess their commercialization needs, guide them through the commercialization process, and link them to a network of technology sources and commercialization assistance services.

One of the latest examples of the important role a foundation can play in tech-based economic development strategies comes from a recent $15 million donation to Tulsa University. The Chapman Trust, established after the deaths of Oklahoma oilman James Chapman and his wife Leta Chapman, made the donation to perpetually endow nine new junior faculty positions at the university.
