A newly established policy academy providing guidance and technical assistance will help seven states improve their environment for innovation and align state R&D investments, workforce development and education systems with current and future needs of advanced manufacturing industries. The policy academy will help each state develop a plan or overcome barriers for putting a plan into action through a highly interactive team-based process that includes input from NGA, MEP, EDA, SSTI, private sector consultants, and research organizations.

Less than two years into his first term, Illinois Governor George Ryan has made tech-based economic development a leading priority. The cornerstone of the state's new commitment to science and technology is the $1.9 billion five-year Illinois VentureTech initiative, which was profiled in the February 18, 2000 edition of the SSTI Weekly Digest (see http://www.ssti.org/Digest/2000/021800.htm)

Advanced Technology Program

The Advanced Technology Program (ATP) within the National Institute of Standards and Technology is accepting applications for three leadership positions: the Deputy Director for ATP, the Director of the Economic Assessment Office, and Director of Information Technology and Applications. Randy Goldsmith resigned as President & CEO of the Oklahoma Technology Development Corp to assume the role of President and CEO of the San Antonio Technology Accelerator Initiative.

Steve Biggers has been promoted to Deputy Director for the Oklahoma Center for the Advancement of Science & Technology.

Of the 118 university-based startups launched in Illinois between 2006-13, about 73 percent remain in the state, according to the latest issue of the Illinois Innovation Index. The 2013 fourth quarter report of the Index focuses on the recent strides made by the state in building a stronger technology transfer pipeline. During the five-year period of 2008-12, Illinois universities received 47 percent more patents than they did during the 2003-07 period, almost triple the national growth rate.
